Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A RQUREST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The International Boundary and Water Commission, United States & Mexico, US Section (USIBWC) intends to negotiated and ward on a noncompetitive basis individual work orders (IWOs) under existing Interagency Agreements (IAs) under the authority of FAR 6.302-1 Only the two responsible sources and no other supplies or services will satisfy agency requirements [Citation 41 U..C. 253(c)(1)]. Umbrella Cost-Reimbursement, Interagency Agreement (IA) IBM 92-21 for the US Department of the Army through the US Army Corps of Engineers (USACE) and IA IBM08A0014 for the Department of Interior, Bureau of Reclamation (US DOI/BOR) to support the International Boundary and Water Commission (IBWC) with the International Dams on the Rio Grande. Firm fixed-price Individual Work Orders (IWOs) complete with statements of work (SOWs) are contemplated as follows: IBM11W0023 with USACE and IBM11W0028 with US DOI/BOR for technical advisory services. The estimated proposed actions range between $2,000,000.00 and $5,000,000.00, when combined. For IBM11W0023 with USACE: I n general, services required in this IWO consist of: (1) Develop a Dam Safety Modification Study for Amistad Dam; (2) Provide one geotechnical expert panel member for the USIBWC Section; (3) Authorize USACE to hire up to a maximum of three consultants on existing contracts; (4) Provide recommendations for future action at Amistad Dam, including the recommended risk reduction measures for both the Mexican and U.S. portions of the Dam; (5) Develop preliminary design (35% level) for the recommended risk reduction measures; (6) Develop the statements of work and cost estimates for the risk reduction measures and any future actions for Amistad Dam; and (7) Prepare meeting minutes for all meetings. IBM11W0028 for US DOI/BOR: In general, services required in this IWO consist of: (1) Provide one geotechnical Expert Panel member for the USIBWC Section; (2) Provide one @Risk operator to participate in all risk reduction evaluations; (3) Review and comment on all products developed by the USACE Dam Safety Modification Study team. Participation in the following activities is included: (a) Recommendations for future action at Amistad Dam including the recommended risk reduction measures for the Mexican and U.S. portion of the Dam; (b) Preliminary design (35% level) for the recommended risk reduction measures; (c) The statement of work and cost estimate for the risk reduction measures and any future actions for Amistad Dam; and (d) Preparation of meeting minutes for all meetings. T he USIBWC recognizes the expertise of both the USACE and the US DOI/BOR with similar projects in the evaluation of high hazard dams throughout the United States. The USACE and US DOI/BOR are federal agencies within the US Department of the Army and the US Department of Interior, respectively, with major responsibilities for many dams under the Safety of Dam Program. Since the early eighties, the USACE and the US DOI/BOR have been the technical advisors' to USIBWC for all international dams. For Amistad Dam, the USACE and US DOI/BOR have performed the Preliminary Evaluation Study and the Risk Analysis Study and are very familiar with the seepage and sink holes problems we currently have at the dam. Under this Contract the USACE would be performing a Dam Safety Modification Study for Amistad Dam. The US DOI/BOR is providing technical services for the Dam Safety Modification Study for Amistad Dam. The USACE has set-up the Southwest Division-Dam Safety Production Center that handles these Dam Safety Modification Studies for their dams of responsibilities, and we are using this expertise and knowledge they have consolidated in this Division to expediently perform the Dam Safety Modification Study for Amistad Dam. The US DOI/BOR is the leading expert in Risk Analysis and Dam Safety Corrective Action Studies. It is not economically feasible to conduct a public/private competition for the contemplated services due to economy of scale. This notice meets the requirements of FAR part 5.201. Market research was not conducte d due to the constraints imposed by the schedule to begin the Dam Safety Modification Study as soon as possible due to the high risk analysis study results. The benefits of utilizing the USACE and US DOI/BOR for the Dam Safety Modification Study is cost effective considering that they currently have established in the Southwestern Division; a Dam Safety Production Center, and Technical Service Center in Denver, Colorado, respectively, both of which specialize in these types of studies. This experience and knowledge provided is unique to these areas of study, and make them highly qualified to meet the USIBWC expectations. Previous Purchase Order(s) or Contract(s): IBM 92-21 IWO IBM09W0030 Risk Analysis Study & IBM08W0004 Preliminary Evaluation Study and IBM08A0014 & IWO IBM90W0029 Risk Analysis Study & IBM08W0003 Preliminary Evaluation Study. Actions were not competed. The services will be delivered to USIBWC, 4171 N Mesa, Suite C100, El Paso, TX 79902-1441. This Notice of Intent is not a request for proposals. Information received from intre3sted parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this electronic notice must be made by 10:00 a.m. MST on 26 August 2011.
