- This Market Survey is being posted to find qualified 8(a) or Service Disabaled Veteran Owned businesses in the Ketchikan,Alaska area who are able to perform the following Scope of Work (SOW). Please reply with business type by email only. Ketchikan Harbor Wind EquipmentCommercial Power Line Installation Federal Aviation AdministrationJuly 2011 The Contractor shall furnish all labor, equipment, materials and testing necessary for the complete installation of a commercial power line for the Ketchikan (ECH) Wind Equipment F-420 Series (WEF). The site is located approximately twenty feet inland from Dayboard Marker #2 at the breakwater on the south entrance to Bar Point Basin. The breakwater is owned by the City of Ketchikan and operated by the US Army Corps of Engineers. The site is located in the tidelands. FAA has been granted a Public Easement through ADL 107790 by the State of Alaska, Department of Natural Resources (DNR) for the placement and operation of the WEF. The Special Stipulations are included as DNR Attachment C must be followed during the course of the Work. The existing installation is powered by a Uni-Solar 64watt, 12 volt Photovoltaic module mounted adjacent to the WEF. There are two 12 volt batteries and a 12 volt charge controller in the current system. It is unable to provide sufficient and reliable power to the facility during winter months and back up power from the grid is required to maintain operations, 24 hours per day, 365 days per year. A small wind generator was installed to supplement the solar system. The work will require coordination with Ketchikan Public Utilities (KPU) and shall include the following: 1.The installation of a 120 volt power supply from a KPU transformer on shore to the WEF, a distance of approximately 400 feet. 2.The cable shall be marine grade, 3 conductors #8 AWG Cu with #10 ground, 600 volt capacity, (equal to Okonite 112-10-3844) in 1" HDPE conduit. 3.The conductor shall be uncoated soft copper per ASTM B-3. 4.The insulation shall meet or exceed the requirements of UL 1581, ICEA S-73-532 (NEMA WC57) and ICEA S-95-658 NEMA WC70 Type II insulation. 5.The cable shall be anchored securely to the breakwater. No structural rock may be disturbed. 6.The primary power to the WEF is being supplied by the solar panel system. KPU will provide back up to this system. Provide a compatible inverter that will automatically transfer from the existing solar system to commercial power grid. 7.Install meter base, cable connection and disconnect meeting the requirements of KPU. Locate on shore as directed by KPU. 8.Work shall also meet the requirements of the National Electric Safety Code, National Electrical Code, and FAA Standard 19d. 9.Submit selected cable, transfer switch, and convertor. 10.Submit sketch showing plan and proposed routing from KPU transformer to WEF and anchoring plan. A Pre-bid site visit may be requested and will be arranged by the Contracting Officer. All work shall be completed no later than September 23, 2011.
