Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6068, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Division of Cancer Control and Population (DCCPS) plans to procure on a sole source basis with The American Journal for Preventive Medicine, (AJPM) University of California, San Diego, 9500 Gilman Drive, DEPT 0811, LaJolla, CA 92093 for manuscript facilitating, review, and printing. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 511120 and the business size standard is 500 employees. Period of performance is August 30, 2011 through June 30, 2012. The 2-1-1 Consortium brings together health researchers and 2-1-1 system leaders to work collaboratively towards a goal of better understanding and addressing the health needs of low-income Americans. The proposed special supplement is intended to address some of the goals of the 2-1-1 Research Consortium directly and serve to facilitate others, including to raise research awareness in both the research community and 2-1-1 systems of the opportunities, benefits, and potential of engaging in research collaborations; capture and share success stories from 2-1-1 systems nationally; set a research agenda to support and enhance 2-1-1 services and facilitate collaborations between 2-1-1 systems and researchers with similar interests; develop and test innovative ideas and for better serving 2-1-1 callers, and deliver evidence-based interventions through 2-1-1 systems. By actively monitoring the social service needs of low-income Americans, 2-1-1 systems provide a new source of data for monitoring health and social inequalities. The supplement will provide a foundation for utilizing 2-1-1-based research and practice to disseminate evidence-based interventions through community-based health care and social service providers, particularly those that provide cancer preventive and screening services. As a surveillance system, 2-1-1 can provide the data and research platform needed to effectively formulate prevention policies. One of the main goals of publishing the 2-1-1 supplement is to raise awareness in the research community on 2-1-1 as a platform for conducting a range of research including primary and secondary prevention relevant to public health and for practice communities to see 2-1-1 as a platform for helping to serve the needs of their community. The American Journal of Preventive Medicine (AJPM) is the official journal of the American College of Preventive Medicine and the Association for Prevention Teaching and Research. It publishes articles in the areas of prevention research, teaching, practice and policy. Original research is published on interventions aimed at the prevention of chronic and acute disease and the promotion of individual and community health (including health disparities). Of particular emphasis are papers that address the primary and secondary prevention of important clinical, behavioral and public health issues. AJPM's primary audiences are physicians and other health care specialists with an interest in general preventive medicine and public health. In order to reach our goal of raising awareness among the research and practice communities about 2-1-1, AJPM is uniquely qualified to perform the work outlined in the SOW, based on the type of articles they publish and the audiences they reach. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 10, 2011. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
