- The National Park Service, Fort Vancouver National Historic Site has a requirement for Hazardous Tree Limb Cutting, Pruning and Stump Grinding. LOCATION: Fort Vancouver National Historic Site, 612 East Reserve Street, Vancouver, WA 98661. Specific location is the North Grounds visitor use areas. http://www.nps.gov/fova/index.htm BACKGROUND: The National Park Service (NPS) is soliciting quotations for hazardous tree limb removal, tree trimming, stump grinding and related services in accordance with this Statement of Work. NPS intends to award a firm fixed price contract based on this quotation. The project entails tree trimming for hazardous tree limb removal, and thinning work including; wind sailing and dead wooding of conifers, thinning and dead wooding of deciduous trees as well as stump grinding within the visitor use areas at the site. Award will be a best value award using Simplified Acquisition Procedures (FAR Part 13), and is 100% set-aside for small businesses. The NAICS code is 561730 (Tree Trimming Services Contractors), with a small business size standard of $7.0M average annual gross receipts for the past three years. The Government intends to award a firm-fixed price contract to the responsible quoter whose total quote represents the best value for the Government, price and other factors considered. The electronic Request for Quote (RFQ) will be available on or about 07/27/2011, at https://www.fbo.gov/ and https://ideasec.nbc.gov/. In order to download the solicitation, interested vendors must register at http://ideasec.nbc.gov. No hard copies of the solicitation will be mailed or issued. It is the contractor's responsibility to check the NBC internet site for any posted changes to the solicitation. The Government reserves the right to cancel this solicitation. A site visit and walk through is recommended so potential contractors can assess the site and have a full understanding of the work. Contractors submitting quotes are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for an equitable adjustment after contract award. Contact hours are Monday through Friday, 8:00 am - 4:30 pm. SPECIFICATIONS AND SCOPE OF WORK: The area to be covered for this project includes a total of 138 trees for pruning, trimming and thinning and 15 stumps for grinding. Many of the trees within the site have not been trimmed or dead wooded for approximately 10 years. Specific types of trees and task requirements within the project area are broken down as follows: Tree Trimming / Thinning:- Wind-sail the upper 2/3 and remove dead wood greater than 1" inch caliper in the lower 1/3 for one-hundred-three (103) Conifer Trees.- Remove dead wood greater than 1" caliper for twenty-six (26) Deciduous Trees.- Thin to Class II standards for six (6) Deciduous Locust Trees.- Prune upper canopy and remove dead wood greater than 1" inch caliper for five (5) Deciduous Pin Oak Trees.- Remove dead wood greater than 2" caliper for three (3) Conifer White Fir Trees. Stump Grinding: - Grind thirteen (13) stumps between 12"-18" inches in diameter and two (2) stumps between 18"- 24"inches in diameter. Stumps are to be ground to 6" inches below grade level. NPS will provide the Contractor with maps and/or physical marking detailing locations of trees, hazardous tree limbs to be removed and tree stumps. CONTRACTOR TASKS: Contractor shall submit a work plan with their quote which outlines the methods proposed to perform this contract. Plan shall address at a minimum; hazardous limb pruning and removal and stump grinding. NPS intends for the prime contractor, whose name appears on this contract, to perform all specialized tree limb removal, stump grinding and work that is specified in this contract. The use of a sub-contractor is subject to the advance approval of NPS. Acceptability of any proposed subcontractor is at the sole discretion of NPS. Prior to beginning work contractor shall coordinate work schedule and project technical details with the Contracting Officers Representative (COR). The Contractor is responsible to provide all supervision, labor, transportation, lodging, materials, supplies, tools and equipment, including all safety equipment needed to perform this contract to specifications as per industry standards. Contractor shall use standard commercial practices/methods and adhere to all Federal, OSHA, and State guidelines. Provide adequate safety measures for identifying caution area during work in progress, provide personal protective equipment that meets the requirements of NIOSH where applicable and keep project area neat, orderly and in a safe condition at all times. The contractor shall be required to secure the work site on a daily basis to prevent visitors from entering the work site. Contractor shall remove from the site all organic debris and, upon completion of work, perform final cleanup prior to departing, including the removal of all tools, equipment and materials and restore site as nearly as possible to its original condition. The Contractor is hereby notified that the work site is within the boundaries of a National Park, and that all features, whether cultural or natural, are protected by Federal Law. When the contractor signs this contract, he/she agrees to be held liable for any and all damages to Park property caused by Contractor, or Contractor's employees. This may include fines levied on Contractor employees for such acts as theft of Park Service property, vandalism, ARPA violations, driving or entering closed areas not within the contractor's job site, etc. The Contractor furthermore agrees to have his/her employees act in a professional manner at all times, while working on Parklands. Describe any special requirements or conflicts within this SOW in their quote. Minimum Qualifications: The Contractor must demonstrate technical experience and knowledge of safe limb cutting/removal, trimming of trees and stump grinding in sensitive areas. This includes the ability to cut limbs near roadways, buildings and sensitive plant areas, while conducting minimal soil disturbance and practicing safe and effective use of power tools, and equipment. Evaluation of Removal Methods and Inspection of Equipment: NPS will monitor the contractor's performance to ensure compliance with the solicitation, Statement of Work, contract and any accepted proposal/method utilized. Equipment is to be operated only by employees of the Contractor. A request for the inspection of the equipment may be made by the NPS prior to use of the equipment onsite. The Contractor agrees to allow for inspection of the equipment before work begins, at no additional cost to the NPS. During the inspection, suitability of equipment for the intended use shall be determined by the NPS, and the NPS's decision shall be final. The NPS reserves the right to reject equipment found to be unsuitable to perform the work described herein or if the equipment is in unsatisfactory mechanical condition. Schedule: Project is to be started within 15 days after award of contract and be complete within 15 days after commencing. Contractor shall coordinate timeframe for onsite work with Alex Patterson, COR / Facility Manager, Fort Vancouver National Historic Site, Phone; 360-816-6221. No weekend or holiday work will be allowed. Contractor is to maintain close contact with the COR at all times and will perform no actions without CO approval. AWARD INFO: The Government will award a contract resulting from this solicitation to the responsible Quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The government intends to make a firm fixed price; best value award for hazardous tree limb removal, tree trimming, stump grinding and related services. Award will utilize Federal Acquisition Regulations Part 13, Simplified Acquisition Procedures, and award based on price and non-price factors. Non price factors include, experience in the type of work involved (hazardous tree limb removal, tree trimming, stump grinding and related services) and qualifications to include past performance. The contractor shall provide a written narrative outlining experience, qualifications, and price to perform the work as based on this announcement and RFQ. Quoters shall also provide at least three references for similar projects. Reference information shall include name of client, address, active phone number or e-mail address, for evaluation purposes. Evaluation factors other than cost or price, when combined, are approximately equal to cost or price. Quoters with no past performance information shall be evaluated in accordance with FAR Part 15 procedures. Payment will be via Electronic Funds Transfer (EFT), Prompt payment terms (Net 30 Days). SOLICITATION DETAILS: The deadline for receipt of quotes is August 09, 2011 at 3:30 PM. PST. Quotes may be submitted on letterhead or the Standard Form SF-18, and must include, at a minimum: 1.) Completed price schedule; 2.) Contractor remittance address, DUNS number, and federal tax identification number; 3.) Name, phone number, and address of your point of contact; 4.) Signature of authorized official; and 5.) The proposal submittals identified above (work plan, written narrative and references). Submit one complete quote to: U.S. Department of Interior, North Cascades, National Park Service Complex, Attn: Ron Forsberg, 810 State Route 20, Sedro Woolley, WA 98284. Submission of documents via email is also acceptable, documents should be sent to Ron_Forsberg@nps.gov. The Government assumes no liability for non-receipt of email quotes.
