- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All Questions are to be submitted via e-mail to Russell.w.estep.civ@mail.mil. No later than seventy-two hours prior to the closing date of the combined synopsis solicitation, answers will be posted promptly. No questions will be answered via telephone. This action may be canceled and removed at the Governments discretion without explanation.
