Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6074, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Applied Research Program plans to procure on a sole source basis services from Fred Hutchinson Cancer Research Center, 1100 Fairview Avenue, Seattle, WA 98109-1024 for manuscript development for the HEAL Study of Breast Cancer Prognosis. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 541990 the business size standard is $7.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award. The Division of Cancer Control and Population Sciences (DCCPS) conducts research aimed at reducing the risk, incidence, and deaths from cancer as well as enhancing the quality of life for cancer survivors. The Health, Eating, Activity and Lifestyle (HEAL) Study is a prospective, multi-ethnic cohort of breast cancer survivors. The aim of the HEAL Study is to examine the associations between cancer prognosis and lifestyle factors including physical activity, eating habits, and weight patterns as well as other issues related to quality of life, serum hormones, and growth factors. With the HEAL Study data, the NCI will investigate the relationship between quality of life and other lifestyle issues with disease outcomes in long-term survivors. The DCCPS proposes to contract the Fred Hutchinson Cancer Research Center (FHCRC) to perform analyses using HEAL Study data for preparation of three manuscripts on Lymphedema & Cancer Prognosis and Alcohol Use & Survival, as well as administrative and laboratory tasks, such as filing for IRB, maintaining storage and documentation for samples, and pulling samples for experiments to ensure the continuation and availability of the California data and samples to the HEAL researchers. The Fred Hutchinson Cancer Research Center (FHCRC) is uniquely qualified to perform the requested services because this facility has exclusive permission and access to the HEAL data files and study specimens. In addition, FHCRC staff have unique expertise using the HEAL study data. Dr. McTiernan Principal investigator at the Seattle HEAL study site, and her staff have been instrumental in the study design, survey development, and data collection for the California HEAL site, as well as with the broader HEAL study. Dr. McTiernan has also been a major scientific contributor on HEAL study publications, providing expert statistical and content input to the HEAL investigative team. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on August 9, 2011 11:00 a.m. EST. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
