Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12.6 and 13. It is the intent of the National Institutes of Health (NIH) National Library of Medicine (NLM) under the authority of FAR6.302-1 to procure Relais user licensing, maintenance, and support on a sole source basis from Relais International, Inc. at 1690 Woodward Drive, Suite 215, Ottawa Ontario, Canada K2C 3R8. The North American Industry Classification System Code is 541511. This acquisition is NOT a small business set-aside. The anticipated period of performance shall be September 1, 2011 to August 31, 2012 with four (4) additional one-year option periods. The place of performance will include NIH and offsite (including contractor facility). Background In 1996, the National Library of Medicine purchased the Relais Enterprise system to automate the processing and handling of over 250,000 DOCLINE requests which reach NLM annually for distribution to the Collection Access Section and the History of Medicine Division. Requirement The National Library of Medicine continues to have a requirement for an automated system that can accept orders from the DOCLINE interlibrary loan system. The required system must identify the requestor, sort documents according to their library location, redirect orders to alternate locations when library materials are relocated, manage exception handling for specific criteria such as cost or holdings, convert documents to the format the client requested (e.g. fax, digital, paper), transmit the document to the client via the requested method (e.g. email, post to Web, Ariel, Odyssey), alert NLM to failed document deliveries, allow for resending of failed documents, determine billing amounts, and last, it must track where the order is in the system at all times. Benefits of the system must include reductions in labor requirements and reduced cycle times for fulfilling ILL. NLM requires that the system be MS Windows complaint and network-based. The system must use Oracle for its database. The system must operate with scanners capable of reproducing journal articles at the rate of 40 pages per minute. Only Relais International, Inc.'s Relais Enterprise system, now renamed, Relais ILL, provides the unique capabilities which fit the above stated requirements of the National Library of Medicine. The Collection Access Section receives over 250,000 interlibrary loan requests. The requests are processed and distributed through the Relais ILL system. The Collections Access Section needs to renew its Relais license. During the year we need technical support from Relais International, Inc., to ensure proper functioning of the system. In addition, as part of the license renewal agreement, NLM will receive software upgrades for Relais Enterprise free of charge. We expect to continuously upgrade to the next releases of Relais ILL as they become available. Sole Source Justification NLM knows of no other product on the market that has been developed for automating library services provides the capabilities of this system or is suitable for this environment. Relais ILL is a proprietary product of Relais International, Inc. Since Relais International, Inc. is the sole owner of Relais ILL, NLM has determined that Relais International, Inc. is the only source with the previous experience and expertise capable of providing the necessary technical support and system upgrades. This is not a Request for Quotation (RFQ), nor is a RFQ available; however, all responsive sources may submit a proposal in a timely manner which will be considered by NLM. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Firms interested in responding to this notice must be able to provide the referenced service requirements as specified above. All capability statements must be in writing and must be received electronically at the Government infrastructure by 3:00 PM EST on Wednesday, August 10, 2011.
