Description
This announcement is for the purpose of soliciting prime construction firms for the design and construction of a new Turkmenistan, Sarahs Border Crossing Check Point (TSBCCP). The contractor shall comply with all security requirements. A firm fixed price construction contract will be awarded to a prime construction contractor. This will be a Design-Build solicitation. The magnitude of the project is between $5,000,000 and $10,000,000. Performance and Payment Bonds will be required. Proposal Period: The solicitation will be released on or around 8 August 2011. The proposals will be due 30 days after the issuance of the solicitation. Project Scope: Provide a Border Guard Compound with the following facilities and site Turkmenistan Border Crossing, Sarahs, Turkmenistan TURKMEN improvements: The work does not include any Unexploded Ordnance (UXO) clearing or demining. The Contractor shall perform a topographic geotechnical survey. The Contractor will also be responsible for site improvements, and miscellaneous storm water drainage structures. The Contractor shall remove/relocate existing structures, utilities, cables, debris, etc. that currently occupies the site as required for construction while maintaining service to existing facilities not affected by this project. The work shall include the preparation of construction design documents and the construction required to provide fully functional facilities. All work for the Turkmenistan, Sarahs Border Crossing Check Point, including mobilization and de-mobilization, and final clean up, shall be completed within 540 calendar days from the Notice to Proceed. The site location is at the Turkmenistan and Iran Border near Sarahs, Turkmenistan. Method of Source Selection: Method of selection: The Best Value Tradeoff method will be used to select an offeror that is to be awarded the contract. The evaluation factors will be as follows: Management Plan Past Performance Experience Design Experience (sub factor) Construction Experience (sub factor) Plans and Specifications: This is an electronically issued solicitation. The Government will post the RFP to a file transfer protocol (ftp) site and be password protected. Proposals will be received in hard/paper copies only. Electronic and fax proposals WILL NOT be accepted.
