- The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), intends to award a sole source contract to Cerulean, 3900 Carolina Avenue, PO Box 6159, Richmond, VA 23222 for the acquisition of one CR20 smoking machine. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334519, Other Measuring and Controlling Device Manufacturing. The period of performance for this procurement is 6 months. Cerulean is the only company that sells CR20. It is a proprietary smoking machine with a user interface that works with our current LIMS system. The preemptive replacement before obsolescence makes the current systems unable to be serviced is critical to program missions. The CR20 offers 20 ports that can be smoked onto one Cambridge filter pad and gives the option to utilize two syringes and filter pads in tandem to meet regulations whilst maintaining productivity levels. It also has the capability of a Puff by Puff carousel accessory that captures smoke from each puff for studies of the behavior of cigarettes throughout the smoking process. This is required for FDA method development projects. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Cerulean. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Vallerie Redd VIA E-MAIL ONLY at gfj3@cdc.gov with the solicitation number 99087 referenced in the subject line NO LATER THAN August 10, 2011. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
