- U - Education and Training Solicitation Number: A11PS00958 Notice Type: Special Notice Synopsis: This is a notification that the Office of Acquisition and Property Management, Reston, VA, intends to award a sole source, firm-fixed price contract under statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" to Peak Educational Services, 7140 West Suzette Lane, Flagstaff, AZ 86001. This purchase is to desegregate and analyze the 2011 AIMS Test results from Tuba City Boarding School. The analysis will also encompass a comparison of prior year AIMS test results. The findings will be presented during a two hour presentation to take place in early August of 2011 at a time agreeable with the school. Tuba City Boarding School participants will also have the opportunity to ask questions during and after the presentation. Tuba City Boarding School will receive four bound results manuals that contain color, graphical representation of the data analysis. The district agrees to provide a comfortable room with access to a video screen. The contractor will provide the audio-visual equipment. The basis for restricting competition is that Peak Education is familiar with Tuba City Boarding School and has been tracking their data for 4 years. This allows Peak Education the ability to develop trends in instruction with ease. Peak Education provides cohort data annually that allows teachers to determine the success of specific strategies. Peak Education is familiar with BIE guidelines for AYP and provides reports broken down by teacher that assist in supervisory intervention. This notice of intent is not a request for competitive proposals, however, all responses received within 5 calendar days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 5 calendar days of this notice to determine whether a qualified source is more advantageous to the Government, the award will be issued to Peak Educational. The NAICS Code is 611710, size standard $25M. There is no solicitation package available.
