- The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), intends to award a sole source contract to AMETEK, 801 South Illinois Ave, Oak Ridge, TN 37831 for the acquisition of a High Efficiency High Purity Germanium Gamma Radiation Detector System. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is 9 months. The AMETEK High Efficient High Purity Germanium (HPGe) detector is a custom designed system by AMETEK (based on the CDC and Department of Homeland Security / Domestic Nuclear Detection Office (DHS/DNDO) program requirements. The AMETEK HPGe system has been designed specifically for CDC and is the only HPGe gamma detector like it in the world. The AMETEK design team has developed this new HPGe detector with the specific program needs of CDC that will enable CDC to enhance it detection capabilities by a factor between 10 and 20 fold (dependent on the gamma ray energy level). There is no comparison to other HPGe detector systems, because they do not exist as commercial products. This custom designed detector coupled to a multichannel analyzer is critical for evaluating low level exposures to low level and low energy gamma emitting radionuclides. This instrument is capable of counting and identifying multiple gamma emitting radionuclides in urine samples every 15 minutes. This will enable CDC to identify and quantify hundreds to thousands of people's urine to low level exposures of both low and high energy gamma emitting radionuclides. This diagnostic information is critically needed for the time sensitive medical management of those individuals with exposures in the medically relevant exposure range. This instrumentation operates by an external PC that controls the detector system. Response time is an important factor during an emergency situation or terroristic event and the AMETEK High Purity Germanium (HPGe) gamma detector spectroscopy system is the only available HPGe detector (custom designed) that can meet the specific program's needs for both low and high energy gamma emitting radionuclides in a multi-radionuclide detector system. AMETEK is the only provider by virtue of its custom detector design which can match the high efficiency detector components with the other critical components of the gamma spectroscopy system. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to AMETEK. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Vallerie Redd VIA E-MAIL ONLY at gfj3@cdc.gov with the solicitation number 01192 referenced in the subject line NO LATER THAN August 10, 2011. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer.
