Description
****ATTENTION****FORMAL COMMUNICATION RELATED TO THIS ACQUISITION SHOULD BE DIRECTED TO JODY BYRD. You may fax or mail your request ATTN: CCAM-AL-M, Jody Byrd, Contract Specialist, or Jeanie Clark, Contracting Officer, FAX number 256-955-9237. No telephone requests or emails will be accepted. The contractor shall furnish all depot level labor, facilities, tools, testing equipment and materials to overhaul the Crash Battle Damage, PRID: A2305, Input/Output NSN: 1520-01-125-5476, Input/Output PN: OH-58D, in support of the OH-58D aircraft. The Government intends to award a Cost Plus Fixed Fee, 5 year Indefinite Delivery/Indefinite Quantity (IDIQ) type contract for a minimum quantity of 1 each, maximum quantity of 25 each, with no FMS quantity. There is not an adequate Depot Maintenance Work Requirement (DMWR) for overhaul of this item. The overhaul of the Crash Battle Damage helicopter will be completed in accordance with the contractor's blueprints, drawings, and best commercial practices. The Crash Battle Damage helicopter became a Critical Safety Item (CSI) part only because the OH-58D helicopter has CSI parts. The OH-58D helicopter itself is not called out in the Army Aviation Sustainment Gateway (ARISE) CSI database. Only Bell Helicopter, Cage Code 97499, possesses the information in its entirety to accomplish this repair effort. Bell Helicopter is the only contractor with capabilities and test equipment in place. The only approved source for the item is the Original Equipment Manufacturer (OEM), Bell Helicopter (Cage Code 97499) 600 East Hurst Blvd, Hurst, TX 76053-8030. It has been determined that this requirement can NOT be met by commercial items. Therefore, Federal Acquisition Regulation (FAR) Part 15 will be used. The requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release for solicitation; however, the solicitation will not close prior to the date stated above. The delivery schedule is one (1) per month with a lead time of 150 days after award.
