Description
This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors to provide all labor, material, and equipment for Airfield Pavement Repairs, Naval Air Station II, Sigonella, Sicily, Italy by means of a firm-fixed-price construction contract. All contractors proposing on Department of Defense Solicitations must be registered in the Central Contractor Registration (CCR) prior to award of the contract. This is a new procurement. It does not replace an existing contract. No information exists on prior contracts. The North American Industry Classification System (NAICS) code is 237310. Contractors will be required to be certified in compliance with the Societa Orgainis d Attestazione (SOA) and provide proof of the certification with the submission of the firm ™s offer. The classification is as follows: Prevailing category OS26, Class V; minor category OG3, Class II. The estimated price range is between ‚¬721,200 Euro and ‚¬3,606,000 Euro. The anticipated requirement is to restore aged, damaged, and inadequately maintained areas on the airplane runway and taxiway at Naval Air Station, Sigonella, Italy to include approximately 14,000 square meters of asphalt and 11,000 square meters of concrete-surface runways, taxiways, and related pavements. Airfield markings, lighting, and drainage within the work areas will also be restored. This will include labor, equipment, and materials to conduct airfield repairs including earthwork, demolition, airfield concrete and asphalt installation, airfield marking, electrical, and other items defined in the drawings and specifications as well as all other incidental related work. The anticipated performance period shall not exceed 160 calendar days from contract award. The solicitation is anticipated to use best value source selection procedures which require offerors to submit a technical proposal and a price proposal for evaluation by the Government. Award of a contract shall be made to the responsible offeror whose proposal, conforming to the requirements, represents the best value to the Government using the Lowest Price Technically Acceptable source selection process. The anticipated technical evaluation factors are as follows: corporate experience, past performance, technical solution, and safety. The anticipated sub-factors are schedule and quality control. The Government intends to award a contract without conducting discussions; therefore, the offeror ™s initial proposal shall contain its best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if deemed necessary to obtain the best value for the Government using the Lowest Price Technically Acceptable source selection process. Offerors can view and/or download the solicitation via the European Navy Electronic Commerce Online (EURONECO) website at https://euro.neco.navy.mil when it becomes available. All interested offerors shall register at this website. However, registration does not release bidders from the responsibility of checking the solicitation daily for any amendments or other notices pertaining to this solicitation. The solicitation is expected to be posted on 10 August 2011. Proposals are expected to be due on 9 September 2011 at 2:00PM Central European Time (CET). All dates are tentative and are subject to change. This is an internet only solicitation so paper copies will not be provided. Pre-proposal conference and site visit information will be indicated on the solicitation documents.
