- The NAVSUP FLEET LOGISTICS CENTER NORFOLK, CONTRACT OFFICE in Philadelphia, Pennsylvania intends to acquire four (4) month of contractor support services to provide modeling, simulation, analysis, and experiment planning for the JMAPS program. This procurement is a sole source acquisition with Photon Research Associates (PRA) of San Diego California under the authority of FAR 6.302-1. PRA is the only known provider of these services. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to this requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all proposals received within ten (10) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A firm fixed price contract will be awarded as a result of this quotation. This requirement in support of the U.S. Naval Observatory, Washington, DC is processed under FAR Part 13, Simplified Acquisition Procedures for commercial items.
