Description
This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors to provide all labor, transportation, equipment, materials, and tools necessary to plan, manage, and complete the repair and replacement of concrete and/or asphalt paving and associated works at Naval Air Station, Sigonella, Sicily, Italy and at other locations including Weapons Area, Augusta Bay, and Niscemi RTS by means of a combination firm-fixed-price and indefinite-delivery/indefinite-quantity (IDIQ) construction contract. The contract duration shall be 365 calendar days from award for the firm-fixed-price and IDIQ portions combined. All contractors proposing on Department of Defense Solicitations must be registered in the Central Contractor Registration (CCR) prior to award of the contract. This is a new procurement. It does not replace an existing contract. No information exists on prior contracts. The North American Industry Classification System (NAICS) code is 237310. Contractors will be required to be certified in compliance with the Societa Organis d Attestazione (SOA) and provide proof of the certification with the submission of the firm ™s offer. The classification is as follows: Prevailing category OG3, Class III; Minor category OS26, Class II. The estimated price range for the firm-fixed-price and indefinite-delivery/indefinite-quantity portions combined is between ‚¬360,600 and ‚¬721,200 Euros. The anticipated guaranteed minimum is ‚¬64,908 Euros. The maximum value of this contract is ‚¬721,200 Euros. The anticipated requirement for the firm-fixed-price work includes supplying and installing FOD barriers, demolishing and disposing of airfield concrete, removing and disposing of existing joint sealant, supplying and installing 34cm thick reinforced concrete pavement, supplying and installing backer rod and joint sealant, supplying and installing pre-formed expansion joint material, saw-cutting existing 34cm-deep concrete slab sections, and installation of 150mm-wide pavement markings. The anticipated requirement for the Indefinite Delivery/Indefinite Quantity work includes, but is not limited to, removing and disposing of existing pavement layers and related subsurface and side items (i.e. subsoil, grading material, fabric, bituminous aggregate, reinforced and plain concrete slabs, etc.), replacement of pavement systems with the same types of material as applicable or as designated, and replacement of items of work in conjunction with paving system or base appearance, such as sidewalks, curbs, roads, parking lots, airfields and taxiways, to include paint striping and traffic signs. Location of work will be inside the airfield, area marked as FL-03. Bidders can view and/or download the solicitation via the European Navy Electronic Commerce Online (EURONECO) website at https://euro.neco.navy.mil when it becomes available. All interested offerors shall register at this website. However, registration does not release bidders from the responsibility of checking the solicitation daily for any amendments or other notices pertaining to this solicitation. The solicitation is expected to be posted on 10 August 2011. Bids are expected to be due on 9 September 2011 at 2:00PM Central European Time (CET). All dates are tentative and are subject to change. This is an internet only solicitation so paper copies will not be provided. Pre bid conference and site visit information will be indicated on the solicitation documents.
