- Description
- Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate and award a sole source firm-fixed-price delivery order under Basic Ordering Agreement (BOA) N00019-10-G-0004 with Northrop Grumman Systems Corporation (NGSC), Bethpage, NY, for E-2C Tactical Software and Software Development Lab (SDL) Training for the Japan Air Self Defense Force (JASDF). This effort will consist of course preparation, training for JASDF Officers for three weeks, and preparation of finished course material for shipment to Japan. The period of performance for this contract action is intended to be twelve (12) months after contract award, with training held at a mutually agreed upon date within the period of performance. Training will be conducted at the NGSC Software Facility Plant 14 Bethpage, NY. NGSC is the sole source designer, manufacturer, and system integrator for the E-2C aircraft and weapon system, and as such is the only company that possesses the extensive knowledge and technical data required to provide and conduct this training. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c) (1), as implemented by FAR 6.302-1, ‘Only One Responsible Source', and no other supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government; Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement.
