Description
The Office of Strategic and Performance Planning and the Office of the Director of U.S. Foreign Assistance at the U.S. Department of State are seeking qualified offerors to provide Technical and Advisory Services in support of Department of State (DoS) Program Evaluation requirements. Services will generally include the following types of activities: design and implementation of a variety of short-term and long-term quantitative and qualitative program and project evaluations, monitoring activities, assessments and appraisals; strategic analysis; development of evaluation training and guidance; evaluation case studies, meta-evaluations, and other evaluative studies. The successful offeror(s) will be responsible for providing personnel with the appropriate education, skills, expertise, and experience to perform evaluation activities worldwide, including at U.S. Embassies and other U.S. Missions overseas, as well as at DoS domestic Bureaus and offices. Generally, the technical and advisory services will require personnel with expertise in the following illustrative fields: diplomacy, cultural affairs, media programs, agriculture and trade; environment; education and training; global health; democracy, conflict prevention and humanitarian assistance; cross-cutting programs (conflict management, private and voluntary cooperation, transition initiatives, and evaluation methodology, design, analysis and training). The Government anticipates the award of multiple contracts resulting from the solicitation, with the possibility of up to six contract awards. The actual number of awards will be determined following a review of the offers received, based on what the Government determines to be in its best interest. The contract type will be Indefinite Quantity, Indefinite Delivery (IDIQ), under which task orders will be issued for individual projects. Task orders may be issued as the following types: firm fixed-price, cost plus fixed-fee, time and materials, or labor hours. For each project, the task order type will be determined based on factors such as the types of studies and analysis to be performed, the location of the project, and the desired outcomes and deliverables, to name a few. Each IDIQ contract awarded will include a Base Year with Four Option Years. The estimated annual volume of the required services is between U.S. $15,000,000.00 and $25,000,000.00. This total estimated annual volume is based on one contract award, and the annual estimated volume of services (per awardee) may be less if multiple contracts are awarded. The solicitation is planned for release on FedBizOpps (www.fbo.gov) in August 2011, with award of a contract (or contracts) anticipated in the October/November 2011 timeframe. The requirement is a small business set-aside. Offers from large businesses will not be considered. Obtaining the solicitation: The solicitation will be available for download from FedBizOpps - website: http://www.fbo.gov. The solicitation, as well as all other associated documents for this requirement, will not be issued on CD unless there are technical difficulties that cannot be promptly corrected on the FedBizOpps website. All notifications of changes to this solicitation will be made through the Internet only. It is the responsibility of prospective offerors to check for any posted changes to the solicitation. It is anticipated that the solicitation will be available for download via the FedBizOpps website in August 2011. NO solicitation documents will be mailed, faxed or emailed to prospective offerors.
