QUOTE REQUEST TYPE: FIRM FIXED PRICE AREA OF CONSIDERATION: Unrestricted EVENT TITLE: U.S. Department of Education, Air Charter Service for the Secretary of Education EVENT DATE(S): Friday, August 26, 2011 EVENT LOCATION(S): Rosebud, South Dakota PURPOSE/BACKGROUND: The United States Department of Education (ED) is the agency of the federal government that establishes policy for, administers and coordinates most federal assistance to education. It assists the president in executing his education policies for the nation and in implementing laws enacted by Congress and has a mission to ensure equal access to education and to promote educational excellence throughout the nation. The Secretary of Education is responsible for the overall direction, supervision, and coordination of all activities of the Department and is the principal advisor to the President on Federal policies, programs and activities related to education in the United States. In accomplishing ED's mission, the Secretary of Education as well as other senior staff must attend various education related meetings, conferences, commencements and award ceremonies on short notice or within extremely restricted time constraints. REQUIREMENTS Contractor support is required August 26, 2011 to provide air charter service from Chicago, IL, O'Hare International Airport, to South Dakota for the Secretary of Education and three other senior staff members to attend the Rural Education Roundtable, Sinte Gleska University Commencement Address, and the Rosebud-Sioux 135th Tribal Fair. Total travel time shall not extend past midnight, August 26, 2011; there shall be no overnight travel. The contractor shall: 1) Provide air charter from Chicago, Illinois for the Secretary of Education and three additional ED senior staff members. Timeframe for travel shall not extend past midnight, August 26, 2011. 2) The contractor shall provide pilot and operator certificates and aircraft registration documents upon request. 3) No later than five days after flight completion, the contractor shall provide a final charter summary that includes the following information: • The name(s) of the pilot(s) • Other crewmembers • Qualified non-crewmembers • The route(s) flown • The names of all passengers • Tail number of the aircraft used 4) The contractor shall provide a contingency plan in the event of inclement weather. 5) The contractor must be able to arrive at Rosebud, South Dakota, August 26th no later than 10:30 a.m. local time and depart from Rosebud, South Dakota August 26, 2011, no later than 6:00p.m. Local Time. The travelers' itinerary upon arrival in South Dakota: 11:30-12:30 p.m. (Local Time) - Todd County Public School, Mission, SD 1:15-3:00 p.m. (Local Time) - Sinte Gleske University, Mission, SD 3:30-4:30 p.m. (Local Time) - Rosebud Indian Reservation, Rosebud, SD QUOTE REQUIREMENTS: • Quotes shall include the following: 1. A proposed charter summary that includes the proposed itinerary 2. A brief corporate capabilities statement 3. Past performance information that details experience with similar requirements as those stated in this SOW, to include; agencies/organizations supported, date(s) supported, indication of successful performance, and a summary of past accident and incident reports 4. A detailed cost quote that includes a fixed price for all costs related to performing the requirements in this SOW. EVALUATION CRITERIA: Contractors will be evaluated based on their ability to meet the solicitation requirements above. The basis for award will be best value; corporate capabilities and cost will weigh more than past performance as the difference in Vendor's services become more equal, price will be the determining factor in the award decision. Quotes are due by 9:00 AM. Eastern Time, Monday, August 1, 2011.
