- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Solicitation Number is: W5J9LE-11-T-0022 and it is a Request for Quotation (RFQ). All responsible sources may submit a quotation which shall be considered by the agency. Offerors will be expected to submit a quotation from the list of supplies listed below, as no hard copies will be mailed. Telephone requests for the solicitation will not be honored and no offeror's list will be maintained. FAR provisions and addenda 52.212-1 Instructions to Offerors - Commercial Items, applies to this acquisition. Notwithstanding FAR clause 52.212-1, Offerors are required to submit their quotes electronically (via e-mail) in Microsoft Word or Adobe Acrobat to: TAS.Contracting@usace.army.mil with a courtesy copy to bernard.v.mora@usace.army.mil. FAR 52.212-4 Contract Terms and Conditions - Commercial Items and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this order. Offerors shall be registered with Central Contractor Registration (CCR), in accordance with subparagraph (t) of Clause 52.212-4 of this solicitation, to be eligible for award. The full text of the referenced FAR clauses may be accessed electronically at: http://www.acqnet.gov/far. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-52. The FAR clause 52.211-6, Brand Name or Equal is included. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516, with a small business size standard of 500 employees. This requirement is unrestricted and all interested contractors may submit a quotation. Payment for Line Item(s) will be made on the basis of Firm Fixed Price (FFP). FFP payments require completion, delivery and acceptance by the government for the items specified. Award shall be made to the Offeror that provides the lowest overall price. Shipping must be free on board (FOB) destination. This means that the seller must include shipping costs to deliver the goods. The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order. The contractor will not be held responsible for customs and/or border crossing delays. The Defense Priorities and Allocations System (DPAS) does not apply. Electronic proposals are due by Monday, August 15, 2011 at 2:00 PM (EST). FAX proposals are NOT authorized. Proposals received after the date and time referenced for receipt will not be considered for award.
