- USAID SRI LANKA FROM THE AMERICAN PEOPLE INCREASED ACCOUNTABILITY IN THE LEGAL SYSTEM (IALS) PROGRAM Notice on Pending Procurement to All Interested Parties: As notified previously, USAID/Sri Lanka intends to competitively award a performance based cost-plus-fixed-fee completion-type contract to provide Justice Sector technical assistance services that lead to increased responsiveness in Sri Lanka's legal system. USAID/Sri Lanka is working with Government of Sri Lanka counterparts to complete the planning and review process for this new project activity. The cost estimated for this program requirement is in the range of $4.3 to $4.5 million covering an estimated thirty-month period of performance. The intent of this notice is to provide interested parties with updated and additional information regarding this planned solicitation. 1. Title USAID/Sri Lanka intends to amend the title of the planned Justice Sector program to Increased Responsiveness in the Legal System Program (IRLSP). This title will be used in the final solicitation document when it is released. 2. Contact with Government of Sri Lanka Officials and the Sri Lanka Judiciary. Prior to Government of Sri Lanka approval of this program and USAID/Sri Lanka release of the solicitation, interested parties should not contact Government of Sri Lanka officials and members of the Sri Lanka Judiciary. In the interest of fairness to all potential Offerors, we request that potential Offerors do not contact Government of Sri Lanka officials or USAID/Sri Lanka technical personnel to discuss this pending procurement action. All questions or exchanges of information relating to this notice should be directed by email to: usaidsrilankaprocurement@usaid.gov.
