- QUESTIONS AND ANSWERS: Q1: Is the transit time to/from the operational site billable? A1: The general operational need is for a vessel to support day-time survey operations. Due to equipment loading/unloading needs, it is anticipated that missions will originate/end on Oahu with survey sites in the Maui complex or other areas within the Main Hawaiian Islands. Transit time is billable and operational hours for the daytime surveys are billable. However, when the vessel is tied-up for the evening during overnight missions at neighbor islands, the vessel is considered to be off-charter. Q2: The solicitation asks for a vessel that can hold 10 people. Does this need to be a vessel that can have 10+ at the dock but when it goes to sea have 6 or less aboard? A2: Vessel must be able to accommodate a science party of 6 individuals plus crew while underway.
