Description
Modified Section B to correct pricing table under CIN 2 (quantity) and CLIN 3 (Unit Price) The following amendments/changes have been applied to the FSA/ Service Center AS400 Series 9406 Model 170 Mid Range Computers Harware Maintenance Support Solicitation AMENDMENT #2 SOLICIATATION AG-3151-S-11-0030 REQUEST FOR PROPOSALS (RFP) HAS NOW BEEN AMENDED TO EXTEND THE QUESTIONNAIRES AND CLOSING DATE TO THE FOLLOWING: QUESTIONNAIRES DUE: August 5, 2011, 3pm RESPONSES DUE: August 12, 2011, 1pm AS400 Maintenance Questions 1. The solicitation that we downloaded starts with Section B. Please confirm that there is no Section A. Response: Section A was provided in an amendment to the solicitation. 2. Within CLIN 2 the deliverable listed says: "To avoid any penalties, the contractor shall complete the maintenance services during the response timeframe, as indicated below:". Please clarify whether the times shown in the chart are: a. on-site response times, b. telephone response times, or c. the times to complete all repairs. Response: c. the times to complete all repairs - Also see CLIN 4, paragraph 4 for further information on response time tracking. The response time begins when the service request is initiated by FSA. 3. In the solicitation on page 7 Task 4.6 says: "Annually or as requested (not to exceed three (3) requests per year), provide a current report of all IBM AS400 Series 9406 Model 170 mid range computers in FSA inventory by location." Can we assume that on an ongoing basis the government will keep the contractor informed of all changes in inventory as they occur throughout the year and this is just a report? Please confirm that the government is not expecting the contractor to perform a physical inventory of all 2,552 devices each year. Response: The FSA is not expecting the contractor to perform a physical inventory. The FSA will keep the contractor informed of changes in inventory as they occur. 4. The RFP says there are 2,552 sites to be supported, but Attachment G only shows 2,452 site. Could Attachment G be updated to include the additional 100 locations? Response: The number of AS400's supported should be approximately 2500 instead of 2552. The numbers used in the RFP are approximate numbers. There were 2552 AS400 originally purchased back in the year 2000. Since that time there have been several office closings. Attachment G is the more accurate number of AS400's in production, even though some of the AS400's on the list are warehoused in Kansas City. The remaining AS400's not on the list are warehoused and would only be used to replacement systems for those that are currently in production in case of a disaster where a system is totally destroyed. We did not include some of the warehoused AS400's in Attachment G as they would only be replacement systems for one on the list that would be removed, but wanted to make sure they were covered under the maintenance contract. To further clarify the number of Service Center "sites" nationwide, there are 2303 Service Center (State and County Office) locations where AS400's are located. Some of those sites have more than one AS400 located on site. For example each State Office Service Center has 1 training and 1 production AS400 computer and there are a few County Office sites with 2 AS400's. Kansas City and Washington DC have approximately 50 AS400's for test and development purposes. The Washington DC AS400's will be relocated to Kansas City in August 2011. 5. Is remote access to each of the AS400s possible, maybe through a VPN? Response: The AS400 Hardware Maintenance Contract is strictly for the repair and preventive maintenance of the AS400 hardware. This cannot be done through remote access. The FSA helpdesk support will complete the initial trouble shooting and determine if repair service is required. If repair service is required a service request will be logged into the contractors call tracking system. In order to provide technical support to the contractors technicians while on location the contractors National Technical Representative, located in the Kansas City Office may be allowed remote access to the AS400 computers. All security clearances must be completed prior to granting access. 6. Within the Pricing Schedule, CLIN 3 is for On-site Preventive Maintenance only. On page 4 of the solicitation it seems clear that On-site Preventive Maintenance only will only be as directed, or Per Incident, but not conducted on a regular basis. Is there a need for Per Month pricing as shown in the Pricing Schedule on page 1? Response: Yes we need to know what the price would be if we requested On-site Preventive Maintenance only. The number of incidents would be approximately 10 per year and not 10 per month as shown on the pricing schedule. 7. Will the USDA consider it responsive to your requirements If we propose the PM and the NTR to be the same person? Response: Yes. If the person proposed will meet the requirements of both positions. 8. Does the overall proposal page count include the volume covers, table of contents, etc.? Response: No 9. For Volume I, Sections H, I, G, and K equal 30 pages independently, therefore a technical proposal with a 5-page staffing plan, past performance, and price information would be required to be presented in 20 pages or less; does the government intend for the 50 page limit to apply only to Volumes II thru IV? Response; No 10. Are the Performance Risk Assessment Questionnaire and the Past Performance Questionnaire the same document? Response: Yes 11. Would the Government confirm that this procurement is a Total Small Business Set-aside? Response: Yes this is a Total Small Business Set-Aside. 12. Will the Government confirm that Past Performances References for work as a Subcontractor will satisfy the Instructions to Offerors? Response: Yes this will be sufficient. If the prospective contractor uses Prime Contractor points of contact, will the prospective contractor be able to receive a favorable evaluation? Response: Yes and potential contractors should use the Government Point of Contact if possible for completing the questionnaire. 13.
