- This is a request for Standard Form 330, not a request for proposal. Provide Professional architectural and engineering design services for renovations to Building 4 at the Captain James A. Lovell Federal Health Care Center (FHCC), North Chicago, Illinois. The firm shall be listed in CCR under NAICS code 541330 and be capable of designing renovations to Building 4 that was constructed in 1926. Major additions in the early 1940's and again in the 1960's have resulted in a building area of 81,697 gross square feet. The building is currently used by active military, veterans, and civilian staff for educational, religious, and recreational activities. The goal of this project is to create the Center for Education for the Captain James A. Lovell Federal Health Care Center by renovating the appearance and infrastructure of Building 4. The awarded A/E firm will develop standard construction documents for bidding and construction by a qualifying general contractor. Area of consideration is restricted to 100 miles of FHCC, North Chicago IL 60064. Submit SF 330 with appropriate documentation electronically by close of business August 29, 2011. Selection criteria will be based on: (1) Specialized experience and technical competence of the firm (including a joint venture or association) with the type of design services required; (2) Specific experience and qualifications of personnel proposed for assignment to the project; (3) Past record of performance on Contracts with the Department of Veterans' Affairs, (4) Professional capacity of the firm in the designated geographic area of the project to perform work; (5) Maintaining project schedules and project budgets; (6) Knowledge in design and construction requirements; and (7) Cost control effectiveness and estimating accuracy. (8) CVE verified Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) will be given additional consideration during the evaluation of the SF330's. No bid packages are available. This is not a Request for Proposal (RFP). NAIC #541330 applies. Size Standard 4.5Million, Cost Range $500,000.00- $1,000,000.00
