- This synopsis is provided for informational purposes only and is not to be considered as a Request for Proposal; however, any responsible sources may contact the contract specialist in regards to this requirement at Lisa.Martikes@va.gov, please reference solicitation number VA118-11-RQ-0512. The proposed action is for a Firm-Fixed-Price (FFP) contract consisting of one (1) twelve month base period and three (3) twelve month option periods. The Department of Veterans Affairs (VA) intends to procure a functional software prototype of a Point of Care Support of Clinical Decision Making and Just in Time Provider education Solution. The Point of Care Support of Clinical Decision Making and Just-In-Time Provider Education Solution shall integrate e-prescribing and computerized physician order entry systems with e-learning facilitated through the use of web-based technologies to enhance education and training. The Point of Care Support of Clinical Decision Making and Just-In-Time Provider Education Solution shall integrate Computerized Decision Support Systems (CDSS) and e-learning to allow clinicians to receive just-in-time training that is cued by patient care activities and made feasible by the ubiquity of computers in the clinical environment. The Point of Care Support of Clinical Decision Making and Just-In-Time Provider Education Solution shall enhance and standardize Computerized Patient Record System (CPRS)/VistA capabilities to support clinical decision making and provider education. This acquisition will be conducted on the basis of full and open competition. A formal source selection process will be utilized and contract award will be based on the best overall (i.e., best value) proposal that is determined to be the most beneficial to the Government. Inspection and Acceptance at Destination. The NAICS Code for this procurement is 541711 with the corresponding small business size standard of 500 employees. The solicitation number assigned to this effort is VA118-11-RQ-0512 and will be issued on or about August 3, 2011.
