- The Department of Veterans Affairs (VA), Office of Construction & Facilities Management is looking for professional construction cost estimating firms that are SDVOSB, VOSB, and/or WOSB. Additionally, the VA is looking for firms that are SBA certified in the following programs: 8(a), HUBZone and SDB. The firm must be a firm approved under NAICS Code 541690 with a small business size standard of $7.0 Million. Firm may be located in the Northeast, North Central, South Central or Western part of the United States. The professional construction cost estimating firm will assist with and advise in researching cost data, developing estimating guidance, and preparing cost estimates for Veterans Health Administration (VHA), National Cemetery Administration (NCA), and Veterans Benefits Administration (VBA) locations throughout the country. The following specific tasks may be necessary: 1) Review, analyze, and update cost data used to develop budget estimates for health care facility construction, renovation, and repair. 2) Perform peer review of estimates and technical reports by others. 3) Provide independent estimates of projects in design. 4) Develop cost models for commonly used building, utility system, and site work elements. Models may be used for budget development as well as validation of AE design period estimates. Examples, include but are not limited to: connecting bridges, tunnels, and covered walks; chiller, boiler, and standby generator replacements; standby power systems meeting VA Physical Security mandates; entry control facilities meeting VA Physical Security mandates; atria and connecting concourses; leased modular facilities used for swing space; temporary parking and offsite parking leases; cemetery facilities such as committal shelters and columbaria. 5) Conduct market research and analysis. Prepare reports providing information on factors affecting construction costs in specific localities. Reports will include data on current local, national, and international cost drivers and an assessment of probable near future trends. Reports will also address labor issues and impacts of project labor agreements. 6) Update existing and develop new spreadsheet templates for compiling and reporting cost data. 7) Assist in evaluation of software, databases, and other tools that may be beneficial to VA to improve efficiency and accuracy in cost estimating. 8) Compile historic cost data of various project types to provide benchmarks for future work. Data will include building construction, site, utilities, contractor overhead, and other markups. 9) Provide independent estimates for architectural and engineering services. Review estimates by others. 10) Assist in evaluation of costs for change order request. 11) Assist in evaluating costs for claims by contractors. 12) Provide cost review for value engineering activities. 13) Provide personnel to work on site at VA locations for periods ranging from 3 months to 1 year to perform the tasks listed above and similar cost estimating tasks. Criteria Governing Services: VA Manual for Preparation of Cost Estimates and Related Documents for VA Facilities Qualifications: Contractor, including key personnel, must demonstrate that they have: a) A minimum of 5 years documented experience in preparation of detailed construction cost estimates for health care facilities; b) Experience in the use of computerized estimating software and databases; c) Experience in conducting market research to identify current and future trends of construction cost drivers; d) Experience in preparation of authoritative reports related to construction cost issues; e) Experience in evaluation and negotiation of contract change orders. Additionally, contractor must demonstrate that, within the past 3 years, at a minimum, it has: a) Developed construction cost estimates for federally and privately owned health care facilities; b) Performed research to determine local market factors impacting construction cost; c) Performed peer reviews of cost estimates and reports prepared by others; d) Performed research and compiled data on historic costs of health care facilities to determine current probable square foot unit costs.
