- Description
- The U.S. Department of Transportation, Federal Railroad Administration (FRA) intends to issue a solicittion for the High-Speed Intercity Passenger Rail Program to develop a Passenger Rail Corridor Investment Plan (PRCIP), which includes related National Environmental Policy Act (NEPA) compliance actions for improved service in the Northeast Corridor (NEC). The NEC PRCIP is to provide sufficient information to support an FRA decision to fund and implement a major investment for higher-speed passenger services. The Investment Plan is comprised of two components: (i) a Service Development Plan (SDP) that articulates the overall scope and approach for a proposed service; and (ii) Tier 1 (Service) NEPA process compliance and documentation. The NEC currently runs from Boston, MA in the north and Washington, D.C. in the south. However, the overall scope of this effort as it applies to the NEC is to ensure that planning considers the interrelationships of a broader regional rail system within the larger transportation network. Integration of planned and potential projects throughout the Northeast mega region should be considered in the development of the PRCIP. Technical work will encompass a wide range of services including but not limited to preparation of ridership forecasts, train operations analysis, cost and revenue estimates, preliminary design, conceptual engineering and environmental impacts analysis and stakeholder coordination. The estimated timeframe to complete this work is approximately three (3) years utilizing a phased approach as described in the Statement of Objective (SOO).
