- The purpose of this Amendment 0001 to RFP W25G1V-11-R-0043 is to make the following changes to the combined synopsis/solicitation, combined synopsis/solicitation Attachment 1, Performance Work Statement, answer offeror questions received and extend the offer due date: 1. Reference combined Synopsis/Solicitation W25G1V-11-R-0043, CLIN 0006, DELETE: "ATTACHMENT 3"; ADD: "ATTACHMENT 2". Offeror question received with the government's response: Q1. CLIN 0006 Manpower Reporting - Actually found in Attachment 2. A1. Manpower Reporting information found at Attachment 2. See Combined Synopsis/Solicitation W25G1V-11-R-0043, CLIN 0006, as per this amendment, paragraph 1 above. 2. Reference combined Synopsis/Solicitation W25G1V-11-R-0043, Attachment 1, subparagraph 1.1.5, Delete in its entirety. Offeror question received with the government's response: Q2. Verify that Bldg 1A Batteries have been eliminated. A2. The battery maintenance for Bldg 1A has been eliminated. See Combined Synopsis/Solicitation, Attachment 1, as per this amendment Paragraph 2 above. 3. Reference combined Synopsis/Solicitation W25G1V-11-R-0043, TECHNICAL/PAST PERFORMANCE, ADD: The offeror shall provide with the proposal a published price list showing preventive maintenance and inspection fees and the base charges for remedial and emergency services. 4. The following offeror questions received are provided with the government's response: Q1. Are there any wet cell batteries in this contract? A1. No, there are no wet cell batteries as part of this contract. Q2. Do any of the UPS in this contract have remote communication to a network or server? A2. No, the UPS in this contract do not have remote communication to a network or server. Q3. In Attachment 1, Page 16 of 29, Section 6.6: Is this documentation required with the bid proposal or after the award? A3. The reporting requirements noted in Section 6.6 is provided by the awardee of the contract at the end of each service year. Q4. Are the generators at Bldg 72, 11B and the sewage treatment plant to be included in this quotation? A4. All equipment listed on Appendix A, Generator Equipment List, shall be included in the proposal. There is no generator for Building 11B, however Building 11C and 11D is on the list. The sewage treatment plant is Building 24 and is included on the equipment list. Q4. Informed that Bldg 11C Genset is being replaced with a new unit. Are we to quote on the new unit? If so, in what year should it be included in the pricing? Should the current unit be eliminated from our pricing structure? Can you supply complete data on the equipment being installed? A4. Pricing should be included in proposal for maintenance on the present unit from 01 September 2011 until 30 September 2011. Maintenance will then be provided for the new unit from 01 October 2011 until the end of the contract. The new unit will have a one-year warranty associated for all parts. The information for the new unit is: On-Site Energy Size: 600KW, Three Phase 480 Volt Year: 2011 Q5. Same issue exists for generators in Bldg 72 which also has a new generator being installed. A5. Bldg 72 generators listed on Performance Work Statement, Appendix A, Generator Equipment List, are accurate as stated. Q6. For the purposes of Load Bank testing, will we be permitted to park on the grass to shorten the required length of wiring needed to complete this task? Can you provide the longest distance required to run the wires for Load Bank testing? A6. Parking on the grass will be permitted to shorten the length of wiring needed. However, if the contractor fails to use reasonable care and causes damage to this property, the contractor shall replace or repair the damage at no expense to the Government. See Federal Acquisition Regulation (FAR) Clause 52.237-2, Protection of Government Buildings, Equipment, and Vegetation, included in Combined Synopsis/Solicitation W25G1V-11-R-0043. Q7. The synopsis indicates that CLIN 0001-0005 provide all supervision, labor equipment and parts necessary to provide quarterly preventive maintenance services, inspections, remedial repairs and on-call emergency maintenance for Emergency Battery Systems, Emergency Power Generators, Uninterruptible Power Systems (UPS) and Automatic Transfer Switches (ATS) for a one year period. While we can provide pricing for the Quarterly PM Services and inspections as outlined in the SOW, it is not possible to provide pricing for the "remedial repairs, repair parts and emergency maintenance labor" as a single line item. Pricing can be provided as a labor rate and cost plus % for repair parts. A7. Reference combined synopsis/solicitation, Attachment 1, paragraphs 2.4.3, 2.6.4, and 2.6.5 for procedure to be followed for remedial repair and emergency response services. See also combined synopsis/solicitation, Technical/Past Performance, as per this amendment, paragraph 3 above. 5. The Proposal due date has been extended: DELETE: 02 AUGUST 2011 @ 4:00 P.M. ADD: 04 AUGUST 2011 @ 3:00 P.M. 6. All other terms, conditions, and requirements of the solicitation remain the same.
