Description The National Cancer Institute (NCI), Division of Cancer Epidemiology & Genetics (DCEG), Hormonal & Reproductive Epidemiology Branchplans to procure on a sole source bases with the University of Iowa, 105 Jessup Hall, Iowa City, IA 52242 for epigenetic regulation of telomere length in hepatocellular carcinoma. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541380 and the business size standard in $12M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve months from date of award. The NCI DCEG is conducting a study to determine whether epigenetic regulation of telomere length is associated with development or prognosis of hepatocellular carcinoma (HCC). Although incidence rates of HCC are increasing in the U.S., it remains an uncommon tumor at the population level with an incidence of approximately 7/100,000. In order to conduct the current study, DCEG is obtaining matched tumor/non-tumor specimens from the Surveillance, Epidemiology and End Results Residual Tissue Repositories (SEER-RTRs). The objective of this requirement is to obtain matched tumor/non-tumor HCC specimens from the SEER-RTR in Iowa. These samples will subsequently be examined to determine telomere length, promoter methylation status of 5 telomerase-associated genes, methylation status of sub-telomeric regions, and global methylation status. To obtain a sufficient number of tumor/non-tumor matched DNA samples for this study, DCEG is working with the three SEER Residual Tissue Repositories located in SEER Cancer Registries. All the samples for the current proposal are either held at the University of Iowa SEER RTR or can only be identified by the Iowa SEER RTR. The University of Iowa is, therefore, the only institution that can provide the tumor/non-tumor DNA samples from the study participants. These particular DNA samples are in the sole possession of the University of Iowa. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 10, 2011. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
