This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Offerors are responsible for monitoring this site for the release of any amendments or other pertinent information. This solicitation will be issued as a request for quotation (RFQ) under the solicitation number: F2CFCQ1203A001 This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20110629, and Air Force Acquisition Circular (AFAC) 20110714. This acquisition is a small business set aside under NAICS code 484210 and small business size standard of $25.5 million. Instructions to Offerors: Contractor shall provide pricing per item description, quantity range and customer. Failure to do so will be deemed non-responsive. This RFQ contains two (2) line items for Furniture Movement, Storage, and Reconfiguration for PACAF/CCQM services in accordance with the Performance Work Statement (PWS). This service is on a firm fixed price basis with quantity ranges. The line items are as follows: CLIN 0001: Contractor will be responsible for all personnel, equipment, tools, materials, supervision, storage, assembly, transportation, incidentals and all other items and services necessary to tear down, store and later reconfigure or dispose of existing furniture and furnishings, to include electrical. This includes but is not limited to systems furniture and/or various casegoods, chairs and storage items as well as five boxes per person. Include estimate labor hours for each labor category. CLIN 0002: Provide five (5) boxes no smaller than 1.25 cubic feet per cubicle/person. (est. at 40 people) The initial Period of Performance (POP) shall be 1 September 2011 to 31 August 2012. Services shall be performed at PACAF/CCQM, Building 1102, Joint Base Pearl Harbor-Hickam, HI 96853. Any questions in regards to this solicitation must be submitted no later than 10 August, 2011 to ensure the Government ample response time and timely submittal of Proposals. Addenda to the following paragraphs of 52.212-1 are: (b) All quotes are due on or before 1500 hrs, Hawaii Standard Time (HST), Monday, 15 August, 2011. Electronic quotes are acceptable. Unless exempted by an addendum to this solicitation, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. In accordance with (IAW) FAR 52.212-2, Evaluation – Commercial Items (January 1999), (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government – price and other factors considered. The following factors shall be used to evaluate offers for this service: award will be based upon the lowest price technically acceptable offer. IAW 52.212-3, Offeror Representations and Certifications - Commercial Items (May 2011), an offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (o) of this provision.
