Description
The Department of Energy (DOE), Office of Environmental Management, EM Consolidated Business Center (EMCBC) invites all interested parties to submit a proposal for the ?EMCBC Physical Access Control System (PACS) Replacement Project.? This project involves the replacement of the current EMCBC PACS system in place at its leased facility in Cincinnati, Ohio. The system must be replaced due to its obsolete status, failure to fully meet the U.S. Department of Homeland Security?s Presidential Directive-12 (HSPD-12) compliance standards, and exclusion from the General Services Administration?s (GSA) FIPS 201 List of Approved Products. After thorough market research and past experience with various security products, it has been determined that HIRSCH Electronic components, a certified small business manufacturer, are considered the preference. However, any proposed HSPD-12 and FIPS 201approved products will be given full consideration. This solicitation is issued as a full small business set-aside. The NAICS Code is 561622 with an associated size standard of $7 Million. All responsible vendors must meet this Small Business Association (SBA) assigned size standard to be considered. Additionally, all vendors must be registered in the Central Contractors Registration (CCR) and Online Certifications and Representations Application (ORCA) in order to be considered for award. Vendors may register for CCR at www.ccr.gov and ORCA at https://orca.bpn.gov//. A Dun and Bradstreet (DUNS) number is required for CCR registration. The solicitation is attached to this synopsis. All responses are due by 4:00 pm EDT August 25, 2011, and must be submitted through Fedconnect: https://www.fedconnect.net/Fedconnect/, or in the case of technical difficulties, may also be submitted via email or fax to the primary point of contact listed in Section G.2 of the RFP. The anticipated award date for this requirement is expected on or before September 30, 2011.
