- SUBJECT: Request for Information (RFI) regarding collaborations within the Process Development and Integration Laboratory (PDIL) PURPOSE: The purpose of this RFI is to solicit feedback from industry, academia, other entities, and stakeholders on methods of collaborating and using the facilities and capabilities available within the PDIL at the National Renewable Energy Laboratory (NREL). We are particularly interested in how industry members could make the best use of their time and efforts through this facility. Parties interested in participating in a PDIL-related activity now have the opportunity to indicate their interest and intent through the topics listed below. All feedback received will be confidential and will not be disclosed. This RFI is not for technical proposals or proposed work, but rather a request to provide NREL with information that will help to make the PDIL a more useful and attractive resource. This information will help facilitate industry, academia, and other partners in working within the PDIL toward achieving their goals and those of the DOE SunShot Initiative (www.eere.energy.gov/solar/sunshot). It is the intent that after the responses to this RFI have been analyzed, a Request for Proposals will be released requesting technical proposals for efforts in the PDIL. KEY DATES: This RFI is open for response from July 8 through August 20, 2011. ABOUT THE PDIL: The PDIL at NREL is operated by the National Center for Photovoltaics (NCPV). This unique collaborative facility enables industry and university colleagues to work closely with NREL scientists on integrated equipment to answer pressing questions related to photovoltaics (PV) development. The goal of the PDIL is to foster transformative innovation in the domestic PV industry that will dramatically reduce solar system costs to meet the DOE SunShot Initiative goals. PDIL research is designed to accelerate the advancement of a diverse set of promising technologies by providing access to advanced equipment to explore new technologies, processing techniques, device structures, etc. NREL works with a wide range of PV materials—from crystalline silicon to thin films (amorphous, nano- and microcrystalline silicon, copper indium gallium diselenide [CIGS], cadmium telluride [CdTe]) to organic PV. REQUEST FOR INFORMATION CATEGORIES: Category 1: Technology Efforts in the PDIL Please answer the following: •What type of work would your company conduct within the PDIL? Would you like to simultaneously conduct business in the PDIL as well as other labs on the NREL/NCPV campus? If so, which ones? •Which of the PDIL platforms (www.nrel.gov/ce/pdil_industry_showcase/pdfs/capabilities_factsheet.pdf) would you be likely to use, and why would these tools provide an advantage? How long would you like to use the equipment? •Would you like to acquire or propose that NREL acquire any additional equipment to accelerate your proposed effort within the PDIL as well as within other NCPV facilities? Category 2: Commercial Manufacturing and Relevance in the United States Please describe the following: •Your technology’s commercial or manufacturing relevance in the United States and how working in the PDIL would leverage your current technology and capabilities in the United States. •How this effort and the PDIL capabilities would affect your technological and financial risk. •The type of organization (small or large business, university, etc.) you represent, and whether your organization sees relevance in leveraging technologies through this type of collaborative facility. •For start-up or emerging companies: How you can best use your time and funds to incubate your company’s technology through the PDIL. •For well-established companies: How you can best use your time and efforts in the PDIL. Category 3: Business Model •When using the equipment at the PDIL, would you prefer to place your own employees at NREL (if so, how long and how many), utilize NREL staff, or use a mixture? •At what reasonable and sustainable fee structure would you use the PDIL? What fraction of the cost of the project would you be willing to cover? Consider costs associated with labor, supplies, new hardware, and equipment operation and maintenance. Category 4: Additional information •State any additional information you need from us to position your organization to best use the PDIL as well as any other suggestions or input you feel is relevant. Return this feedback in a MS Word document no later than August 20, 2011, for inclusion in the PDIL analysis. Input received after this date will be retained, but not included in the analysis of this RFI.
