Description
The U.S. Army Corps of Engineers, Portland District is getting ready to advertise a FFP solicitation for BLH Kaplan turbine blade sealing, pinning & tip gap filling service contract for John Day Dam, Rufus Oregon. This is a SOURCES SOUGHT NOTIFICATION. No solicitation or draft specifications are available at this time. This is in support of market research being conducted to identify capable potential sources and to establish if this requirement can be set-aside for small business or other socio-economic program set-asides. The abbreviated scope of work is as follows: 1.1 WORK COVERED BY CONTRACT DOCUMENTS Requirements are included for all equipment, labor, materials and work required to seal the packings of the Kaplan turbine blades, position all blades at the specified angle, test the seals, purchase a portable boring bar and accessories, perform the blade pinning work and fabricate & install filler pieces on the blade's periphery. The field work shall be performed in place on generating unit #11 at the John Day powerhouse. The following list is a general summary of the required work and is not all-inclusive. The specifications and drawings cover the work in detail. 1.2 SITE WORK AND STRUCTURAL a. Perform all work required to comply with the site operations, environmental protection, and safety and health provisions. b. Perform all work required for touch-up painting on all surfaces damaged by the Contractor in the performance of this work. c. Perform all work field work as required by the specifications and drawings including but not limited to the following: 1. Remove, modify and re-install six sets of turbine blade seal rings. 2. Remove outer blade packing ring on each of six blades. 3. Set all six blades to the specified angle. 4. Inject two-part sealant material into the cavity created by the removal of one seal ring on each of six blades & allow to cure. 5. Using compressed air (at the specified pressure),test the blade seals for leakage (zero leakage is required to pass test). 6. Fabricate two sets of fixtures for supporting the portable boring bar while it is drilling three-65 mm diameter holes in each of the six blades (fixtures will remain the property of the government). 7. Fabricate alignment fixture (to align boring bar on blade) and alignment tube (these parts will remain the property of the government). 8. Perform blade pinning work including supply and installation of pins and cover plates. 9. Fabricate one set of patterns for the leading and trailing blade gaps between the blade's outer periphery and the discharge ring (patterns will remain the property of the government). 10. Test install the patterns on all six blades to assure correct fit. 11. Fabricate (cast & finish) one set of Stainless Steel blade tip gap filler pieces. 12. Install the blade tip gap filler pieces by welding. 13. Modify the oil head and governor Piping to prevent inadvertent pressurization of the turbine blade servomotor and to keep oil head full of oil. 14. Remove all tools and equipment, clean up the work area and store the government owned tools and fixtures where directed. 15. Supply a portable boring bar and accessories Contractors responding to this shall submit the minimum following information to Kathryn Newhouse: Kathryn.A.Newhouse@usace.army.mil.
