- VA-101-11-RP-0155 Amendment #1 July 28, 2011 Questions asked by prospective Offerors 1.Q) One page 2, first paragraph says "The offerors must have BOTH APPROVED NAICS Code of 541620 and 712120". Does this mean that the Prime Contractor must have both codes OR the team must have both codes among themselves? A) The Offeror must have both NAICS codes 541620 and 712120. The Offeror is the legal entity (Company) that submits the proposal either as an individual Prime Contractor or as a Joint Venture. 2.Q) On the cover sheet, it says the response date is 8/26/2011, but in the narrative of the solicitation it states that RFP packages are due September 19 at 2 PM. Will you confirm which date is correct for submission? A) Proposals are due on September 19, 2011. Questions must be submitted by August 26, 2011. 3. Q) The FedBizOpps cover page for this notice indicates a response date of 8-26-11, however, the Submission Requirements section (on the next to last page of the package) indicates a proposal due date of September 19, 2011. Can you please confirm the correct proposal due date? Is this date firm or is it a placeholder? A) See Question 2 4. Q) Can you confirm that this package is a pre-solicitation notice and that a final request for proposal will be issued at a future date? If so, will the request for proposal contain additional information about Key Personnel requirements, as well as more detail about what needs to be contained in the price proposal? A) RFP will be issued on or about August 12, 2011. ? Amendment #1 VA-101-11-RP-0155 July 28, 2011 Page 2 5.Q) Although the unrestricted procurement allows for awards to large businesses, it also leaves the door open for the VA to award to only small businesses. How many large business awards, if any, does the VA intend to make? A) The Government intends to award two contracts (small or large business) under this solicitation, based on who provides the best value to the Government. 6. Q) Under1) Technical 1a) Professional Qualifications, the percent of time staff may be committed to a specific team is dependent on the type of work issued under the contract. Since offerers may propose staff for multiple teams, these estimates seem to have little value. Please explain. A) See RFP 7.Q) on FedBizOpps, 0155 has an August 26 due date in the right information column, and Sep 19 in the text; 0153 has Sep 19 is both places. Is Sep 19 the correct due date for both solicitations? A) Please see question 2. 8.Q) Please confirm when the Environmental/Historic Services IDIQ - Unrestricted procurement VA-101-11-RP-0155 is due. The Presolicitation Notice and FedBizOps states 8/26/11 however the RFP states:The CDs and Original proposal package must be received not later than 2:00 p.m. local time of that Region(s) on September 19, 2011 and the RFP states:For additional clarifications and questions on this procurement (Pre-award), please email to susan.lam@va.gov no later than August 26, 2011 with the Subject line: Environmental/Historic Services -VA-101-11-RP-0155. A) See Question 2. ? Amendment #1 VA-101-11-RP-0155 July 28, 2011 Page 3 9. Q) Is the value of each contract $7m (cascading) or $10m (unrestricted)for the four contracts (two unrestricted; two cascading) in each region In aggregate or does each of the four awarded contracts have a maximum amount of $7M and $10M? A) Each contract awarded for Cascading is $7M for base and 4 option years. Contracts awarded under Unrestricted are for $10M for base and 4 option years. 10. Q) Will selected contractors be required to bid against one another for task orders in each region? A) Yes. 11.Q) The solicitation indicates that pricing is an evaluation factor. How would you like this information submitted? Should pricing be included in the technical proposal or should it be provided in a separate envelope? A) Pricing information should be submitted separately, but within the same submission package.
