Description
JFOC Statement of Work (SOW) In accordance with FAR subpart 6.302-1(c) (ii), the Centers for Disease Control and Prevention (CDC) intends to issue a sole contract to Integrated Healthcare Auditing and Sevices, (IHAS). The Tuskegee Health Benefit Program (THBP) is a congressionally mandated program which provides comprehensive lifetime medical and health benefits to the affected wives/widows and offspring of participants in the Tuskegee Syphilis Study. Currently, there are 15 THBP clients located in six states (Alabama, Georgia, Florida, Illinois, New York, and Ohio) participating in the program. From FY04-FY10, the THBP was engaged in several contractual agreements for case management and auditing services. These agreements produced significant savings for the government as well as provided high quality services for the THBP clients in the form of detailed case management services yielding positive health out-comes for THBP clients. There is a need to reestablish a contract for these services for FY12. The Tuskegee Health Benefit Program seeks to obtain case management services and audits of hospital and physician invoices for services rendered to enrolled clients. The proposed contract will ensure that THBP clients receive clinically appropriate, medically necessary, and cost-effective services. The Project Officer will routinely review and forward for audit all hospital and provider bills exceeding $5000.00. Additionally other questionable bills will be forwarded for audit. Concurrently, contractor's case management services shall ensure that the each THBP client receives healthcare that is both clinically appropriate and medically necessary. It is the understanding of the Government that an award to any other source would cause unacceptable delays in meeting the requirements of the Government. Interested parties who feel that they possess the capabilities to provide the services described above should submit a capability statement demonstrating their abilities to provide the services. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive requirement. Documentation should be received within fifteen (15) days after the date of publication of this synopsis to be considered by CDC. A determination by the CDC not to compete this proposed contract, based upon responses to this notification, is solely within discretion of the government.
