*************NOTICE OF INTENT TO AWARD************* *****NOTICE OF INTENT TO AWARD******* JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION (DOMESTIC CONTRACTING ACTIVITIES) 1. Identification of agency and contracting activity: The U.S. Dept of State, Office of Acquisitions Management is conducting this acquisition on behalf of Global Financial Services, Office of Global Systems. It is recommended that a purchase order be awarded to iDoxSolutions of Bethesda, Maryland. The estimated cost of this action is $247,187.00. 2. Nature and/or description of the action being approved. GFS has a requirement for an Onsite Administrator/Software Developer Engineer to provide support for existing and future Document Imaging Systems (DIS) deployed in the Bureau of Resource Management. Global Financial Services (GFS) Global Systems Operations has deployed document imaging and workflow systems in GFS offices in Charleston and Bangkok. The Retirement Accounts Division (RAD), Foreign Service National Payroll Office (FSN), the offices of Vendor and Employee Claims, and the Office of American Payroll and Pension Operations (APPO), and Accounts receivable Offices have the need to continue with their respective document-imaging program. Additionally, GFS has embarked on the development of a document imaging system for the Post Support Unit (PSU) with offices in Charleston, Bangkok, and Sofia. Collectively, these offices have several million digitized documents in tens of thousands of electronic folders. These folders contain Annuitant actions, Foreign Service National Pay, Benefit, and Retirement Records, Vendor Invoices, Vendor Payment Authorizations, Accounts Receivable, and American Employee Payroll transaction documents. Each office creates digital copies of one-of-a-kind Government documents; to continue to meet the goals of each division, it is of paramount importance that GFS maintain its document imaging capabilities without interruption, and to continue to enhance these capabilities. DocWise licenses and maintenance are proprietary to iDoxSolutions through their contract with Viking Software (the manufacturer). The agreement between Viking Software (Docwise) and iDoxSolutions was ratified on April 30, 2010 in support of the DocWise Site License. "Viking Software Solutions has named iDoxSolutions it's reseller for DocWise and granted iDoxSolutions the exclusive right to license DocWise software to the Department of State and also to provide software maintenance for DocWise to the Department of State." Likewise, the ePower software is distributed by iDoxSolutions through a contract specifically for GFSC with the manufacturer Northrup Grumman (who acquired Integic). Northrup Grumman is the subcontractor for Department of State for licenses (if required) and specifically for SW maintenance.   3. A description of the supplies or services required meeting the agency's needs. To satisfy the above requirements, GFS requires an OnSite Administrator/Software Developer Engineer to provide support for its Document Imaging System (DIS). The contractor will provide support for RAD, FSN, Claims, APPO, Accounts Receivable, Cashier Monitoring, and PSU for DIS imaging and workflow applications. The pricing for the OnSite Software Development Engineer is based on CLIN 1002 of the iDox Solutions GSA schedule GS-35F-0841N. Period of Performance: 08/01/11 - 07/31/12 Description Proposed Rate Hours DoS Price On-Site Admin/Developer $/Hr 1920 $ ODC Travel (Bangkok & Bulgaria) $ Currently, RM/GFS/GSO has deployed document imaging and workflow systems that support over 200 end users in the Retirement Accounts Division, Foreign Service National Payroll Office, American Payroll and Pension Office, Vendor and Employee Claims, Accounts receivable, and the Post Support Unit. These systems provide workflow automation and a digital repository for the storage and retrieval of over 12 million pages of digitized paper records. These systems were developed through the full system life cycle by iDoxSolutions Inc. utilizing Oracle and SQL database software, DocWise and E-Power workflow software, Kofax document scanning/Imaging software and custom application code in Visual Basic,.NET, C#, and SQL. The supplies or services required: 1) Custom DocWise/ePower/Kofax application maintenance, to include management of bug fixes for the DocWise/ePower/Kofax custom applications and development of application code in other programming languages. 2) Hardware troubleshooting and diagnosis of new and existing peripherals on the DocWise/ePower/Kofax systems. This includes file servers, database servers, printers, workstations, optical devices, and scanners. 3) Ad-hoc training and assistance for custom DocWise/ePower/Kofax application users. 4) Network operating system upgrades, troubleshooting, and diagnosis. This includes Windows 2008 Server Operating System, Windows XP, Windows Vista, and Windows 7 Desktop clients, and Microsoft SQL Server and Oracle databases. 5) Provide site preparation for migration and upgrade purposes, and provide recommendations for upgrades and system configuration changes. 6) Perform enhancement design, development, and delivery to the imaging and workflow systems. 7) Perform enhancement tracking, and distribution. 8) Produce weekly work reports covering all activities, problems, and resolutions. 9) Maintain currency with DocWise/ePower/Kofax Administration knowledge and practices. 10) Maintain currency and systems compliance with Department of State Information Assurance and Security configurations and practices and retention of Department of State Information Systems Security Certification and Accreditation. 11) Maintenance and testing of viable Continuity of Operations Plan (COOP) instances of the imaging and workflow systems at a Department of State COOP facility. 4. An identification of statutory authority permitting other than full and open competition. The statutory authority permitting other than full and open competition is 41 USC 253(c) (1), FAR 6.302-2, "Unusual and compelling urgency". 5. Demonstration that the proposed contractor's unique qualifications or nature of the acquisition requires use of the authority cited. iDoxSolutions developed the DIS systems currently in use by GFS. Consequently, several vital aspects of DIS are proprietary to the GFS/iDoxSolutions partnership. As a result of this proprietary information, iDoxSolutions is the only contractor capable of providing all user support, software licenses, maintenance services, and training that are an ongoing need for GFS. As developer of the custom visual basic application being used by DIS, iDoxSolutions is the only contractor that has the expertise to effectively provide the required services. These applications will be based upon proprietary server software already implemented in several offices within GFSC. The custom application code and document workflow routes are integrated with application program interface (APIs) that are the intellectual property of the respective vendors of DocWise and EPower. Reuse of this application code is saving the government the cost and time required to gather requirements, develop design documents, develop, test and deploy application code, and attain a certification and accreditation for an application hosted on a different software suite. iDoxSolutions Inc. is uniquely qualified to provide the required services. They are experts with the full suite of commercial off the shelf products employed (DocWise,e-Power and Kofax). They are steeped in the requirements of the various business units served by the imaging and workflow systems, and have intimate knowledge of all of the custom application code developed for these mission-critical systems. They have extensive experience in Department of State information systems security requirements for sensitive and personally identifiable information, having successfully developed systems that attained the required Department of State Certification and Accreditation and Authority to Operate. While other individual contractors or teams of contractors might eventually acquire this expertise, the continuity of the systems, possible service interruptions, and delays in deployment of bug fixes or enhancements is an unacceptable risk to the government. 6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable. This notice will not be publicized on FedBid or FedBizOps, as required by FAR 5.202. In accordance with FAR 5.202(a) (6) and 16.505(a) (1), public notice of this action was not posted to FedBizOps due to the proprietary nature of the purchase. 7. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable. The Contracting Officer has determined that the anticipated cost to the Government will be fair and reasonable based on the past purchase history for this requirement.   8. A description of the market research conducted and the results or statement of the reason a market was not conducted. Limited market research will be conducted but the specific offering is only provided by one software vendor - iDoxSolutions. 9. Any other facts supporting the use of other than full and open competition. NONE 10. A listing of sources, if any, that expressed in writing, an interest in the acquisition: Notice of this procurement was not publicly posted as stated in Section 6 above. Therefore, no firms expressed interest in this action. 11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. The Department of State will continue to look for distributors that provide DocWise and ePower software that are capable of meeting GFSC's requirements. _________________ ________________________________
