- This is a COMBINED SYNOPSIS/SOLICITATION for construction services prepared in accordance with the format in the Federal Acquisition Regulations (FAR) parts 15 and 36, as supplemented with additional information included in this notice. It is being issued as Request for Quotation (RFQ) P11PS12367. The National Park Service, Devils Tower National Monument, WY has a requirement to install new metal siding, fascia, soffit, trim, gutters and downspouts on government quarters, building B-06 with an option to also complete the same work on the adjacent quarters, building B-05, based on the availability of funds. The magnitude of construction is between $25,000 and $50,000 inclusive of optional work. This acquisition is a 100% small business set-aside. The National Park Service encourages the participation of disadvantaged, veteran and women owned business enterprises. The North American Industry Classification System (NAICS) code for this project is 238170 with a size standard of $14.0 million. All responsible small business concerns may submit a quotation which will be considered by the National Park Service. QUOTES ARE DUE for this combined synopsis/solicitation on August 26, 2011 at 1:30 PM Mountain Time and shall be delivered by the specified time to the National Park Service. Quotes may be faxed to 406-666-2415 or emailed to Jay_Tobin@nps.gov; no oral quotations will be accepted. Quoters must furnish their company name, DUNS number, address, phone and fax number, e-mail address, and official point of contact. Any award resulting from this solicitation will be a Firm-Fixed-Price type contract. SCOPE OF WORK:The contractor shall furnish all labor, supervision, materials, tools, equipment, supplies and transportation required install the siding, fascia, soffit, trim, gutters and downspouts on subject government quarters. The building footprint is approximately 1,900 square feet; nominal building measurements are 71' x 24' x 9'. It is the contractor's responsibility to field-verify exact measurements prior to ordering materials. There will be no formal site visit due to the remoteness of the location; however, contractors are encouraged to visit the site prior to submitting a quote and should contact Jessica Weinman (307-467-5283, ext 218) to schedule. No visits will be scheduled after August 18, 2011 so that the answers to any questions that are raised during individual visits may be published as an amendment to this solicitation. Photos with approximate dimensions noted are available by e-mail upon request. MATERIAL REQUIREMENTS:SIDING MATERIALS: Siding shall be un-backed horizontal clapboard style. Panels shall be formed so they interlock, and when installed all fasteners are concealed from view. Siding shall be manufactured in accordance with ASTM A525 and ASTM A526 for commercial quality, 29-gage (.0172-inch thick) zinc coated sheet steel with G-90 coating. Average yield strength shall be 42,000 psi, average tensile strength of 51,000 psi. Extra- smooth finish with minimum spangle is required, and sheet steel shall be chromate treated in accordance with ASTM D2092, and roller leveled just prior to forming by the continuous roll forming process. Base metal for siding shall be sufficient width to provide the architectural dimensions plus a locking bond and nailing hem. Removable access panels are required in identified areas which cover electrical conduit and pull elbows that are surface mounted to exterior of building. Extension of hot water heater overflow pipe, to extend beyond installed insulation and siding, may be required. Extend where possible or box in around water faucets. Finished horizontal siding panels shall leave a minimum 0.50 inch butt. Finished siding panels shall have a nailing hem of not less than 0.89 inch when measured from top to bottom of siding lock to top of nailing hem. Nailing slots shall be spaced uniformly not to exceed two inches on center. Each nailing slot shall permit expansion and contraction movement of not less than 0.25 inches when fastened with 8 penny nails and shall not be closer to edge of hem than 0.15 inches. Slots shall be completely open and free of obstructions. Weep holes shall be provided at approximately 15 inches on center and shall provide at least 1.4 square inches of clog-free ventilation per 100 square feet of siding material installed. SIDING FINISH: All finishes shall be factory applied by roller process. Siding panels shall be primed on all sides and edges of each panel, including edges of weep holes and nail slots, and baked under controlled temperature. The side of the panels exposed to the weather and all edges of each panel, including edges of weep holes and nail slots, shall be finished with multiple coats of vinyl-base enamel and baked at controlled temperature for optimum cure. The reverse side of the panels shall be finished with epoxy-based paint or equivalent 0.25 dry mil thickness after it is baked. The siding color should be a medium tan or beige with a wood grain pattern; sample color options shall be submitted with quote. TESTING: Siding shall meet the salt spray test requirements of ASTM B117 for 500 hours of exposure. The finish shall show no signs of cracking, blistering, peeling, or significant color change, and shall show no loss of adhesion from the metal 1/16 inch beyond a line scratched or scribed through the coating. ACCESSORIES: Accessories shall include starter strips, corner pieces, corner posts, door and window trim, fascia trim and miscellaneous pieces. Accessories shall be standard products of the manufacturer and color matched. Fascia trim will be factory formed and finished in a manner similar to siding panels, and will be color matched to soffit panels. Non-uniform molding for window and door trim may be field formed from steel or aluminum coil stock. 1. ALUMINUM SOFFIT: Soffit shall be nominal 0.019-inch thick aluminum. Aerated soffit shall provide clog free open area for every 100 square feet of stalled paneling. Soffit shall be V-grooved style with tongue and groove engagement. Soffit shall be factory finished after forming with the manufacturer's standard paint finish. Finish shall be factory applied by roller. All edges shall be coated. 2. STEEL FASCIA: Fascia shall be nominal 0.0172-inch thick (29 gauge) galvanized steel with embossed texture, factory finished with vinyl-base enamel. 3. ALUMINUM TRIM COIL: Aluminum trim coil shall be nominal 0.019-inch thick aluminum, color matched to siding, soffit and fascia system; factory finished with the manufacturer's standard finish. GUTTERS AND DOWNSPOUTS: Install seamless 5" k-style prefinished gutters and 2" X 3" downspouts to grade. Install 30" splash block at drain to grade. NAILS: Nails shall be hot-dipped galvanized conforming to Federal Specification FF-N-105b. SEALANTS: Sealants shall conform to Federal Specification TT-5-00230C. INFILTRATION BARRIER: Perforated breather foil underlayment. The foil underlayment shall be an aluminum foil laminated to a Kraft paper and embossed foil underlayment as manufactured by the steel siding manufacturer and shall provide an air cushion breather barrier. Foil shall be a normal.00028- inch thick embossed foil. Kraft paper shall be nominal 35 pounds. The foil shall be laminated to the Kraft paper with a latex adhesive. After lamination, foil shall be embossed and perforated for optimum performance. INSTALLATION REQUIREMENTS:GENERAL: Apply siding over existing wood siding in accordance with the manufacturer's printed instructions, except as otherwise specified herein. Guidelines and drawings shall be prepared based on field visit and the actual requirements of this project. Standard installation manual or brochures for general public will not be sufficient. Stained, discolored, or damage sheets shall be removed from the site and replaced with new material. APPLICATION: The siding must be properly fastened (nailed or stapled) into wood siding with penetration as is recommended by the siding manufacturer.1. Re-nail existing siding that is loose or sprung.2. Seal around all doors, windows, and utility outlets with silicone sealant.3. Apply breather foil horizontally, lapping a minimum of 6 inches. Double wrap all corners.4. Install 1- inch J-Channel in a bed of sealant around all door and window openings.5. Install base flashing around the perimeter of building.6. Aerated soffit shall be installed to comply with the ventilation requirements.7. Aluminum trim coil will be sharply and neatly field bent to conform to the configuration of window casings, sills, and screen wall caps and installed with a minimum of exposed nails or staples.8. Fasteners for soffit applications shall be aluminum or material compatible with aluminum.9. Fasteners for fascia application shall be painted steel or stainless steel.10. Fasteners for aluminum trim coil shall be painted aluminum. Nailing: In order to provide for expansion and contraction of siding, nail heads shall not be driven tight against nailing lock. End Joints: Provide uniform joint pattern. Locate end joints over center lines of framing. Stagger end joints and separate by at least two horizontal courses. Field cut edges shall be made only by the shearing method (saw cutting will not be permitted). Factory edges shall cover field cut edges to the greatest extent possible. Touch-up Painting: Scratched, chipped, or otherwise abraded painted surfaces shall be touched up as necessary with the manufacturer's recommended touch up paint. Dissimilar Materials: Steel siding materials shall be separated from aluminum surfaces with a coating of bituminous paint or asphalt varnish. GROUNDING: Steel siding and accessories shall be grounded. To ground continuously the siding and accessories, a No. 8 hot dipped galvanized wire shall be connected with a sheet metal screw to the starter strip, and the wire shall slip under the starter to reach the point of connection without interference. Similarly, an isolated siding area shall be connected by the same procedure from a panel to any convenient panel on the grounded side. The grounding wire for the siding shall be connected to ground with an approved connector. Ground shall be cold water service lines or electrical ground stakes or rods. Stakes or rods shall comply with the National Electric Code. Two stakes or rods shall be used for each building and installed on opposite sides of the building. All rods shall be driven to a minimum depth of eight feet. OTHER REQUIREMENTS:Delivery and storage: Deliver materials to site in undamaged condition. Stack siding off the ground and protect in a manner to prevent damage from exposure to the elements. Quality Assurance: The Contractor shall submit a manufacturer's warranty attesting that the dipped galvanized steel siding is guaranteed on a prorated basis for 40 years against rusting, splitting, chipping, peeling, flaking, or blistering and be in accordance with the specifications of this section. Manufacturer shall also submit a 40-year Hail Protection Warranty which will include labor and material replacement as listed on warranty. SUBMITTALS:The following submittals will be required by the contractor receiving this award.1. Manufacturer's catalog cuts and installation recommendations 2. Sample (approx. one linear foot) of each material to be installed SAFETY: Safety is of highest concern to the Park. Work may be stopped if an unsafe action is noted. At no time shall the contractor operate equipment in an illegal or unsafe manner which may endanger others. The Contractor shall be responsible for all employee safety on the work site. The Contractor shall provide and insure the use of all required personal protective gear such as respirators, hard hats, gloves, ropes, eye protection, hearing protection, harnesses, etc. All operations shall comply with applicable OSHA regulations and industry standards. A site specific safety plan is required prior to performance of work. The Contractor shall report all serious injuries (those requiring medical attention) or fatalities that occur on the work site to the COR as soon as possible. The contractor shall report all injuries to the public or damage to government/private property to the COR as soon as possible.
