- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Warfighter Science, Technology and Applied Research Directorate (WARSTAR), intends to award a firm fixed price purchase order on a sole source basis to: Honeywell International Inc., Richmond, VA 23228. THIS IS NOT A REQUEST FOR PROPOSALS. RESPONSES WILL BE RECEIVED FOR FUTURE REQUIREMENT CONSIDERATION ONLY. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: Approval is requested to purchase advanced armor materials using several proprietary technologies. A single Firm Fixed (FFP) contract is contemplated for award to Honeywell Advanced Fibers. The contract will be fully funded using Fiscal Year 2011 RDT&E research funds. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): The armor materials requested under this purchase combine the unique characteristics of high strength, high stiffness, and uniformity of physical and geometric properties, low basis weight and low resin content which are believed to be unavailable in other materials. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Over the past 20 years the project officer has conducted continual assessments of industrial capabilities and has conducted periodic market searches to determine available and/or emerging suitable technologies for advanced armor materials. The technologies which are the subject of the current action are the result of prior proprietary or otherwise protected development. 4. Any other facts supporting the use of other than full and open competition: Based on the requestor's knowledge of the market, this is the only product suitable for the intended application. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: No actions are obvious to the requestor. If alternate materials become available in the future, the requestor would be interested in obtaining these materials (if funds were available). 6. Interested parties may identify their interest and capability to respond to this requirement to the U.S. Army RDECOM Contracting Center, Natick Contracting Division via e-mail to: steve.streeter@us.army.mil no later than 5:00 PM (EST) on August 2, 2011.
