- The purpose of this synopsis is to notify potential offerors of the U.S. Environmental Protection Agency (EPA), Office of Acquisition Management (OAM)?s intent to issue a Request for Proposal s for ?SUPPORT FOR THE CHEMICALS, COATINGS AND COMMERCE SECTOR.? This is a pre-solicitation notice only. This procurement will support the mission of the Sector Policy and Programs Division within the Office of Air and Radiation, based in Research Triangle Park, NC. The primary purpose of the contract will be to provide support for the source specific regulatory component of the EPA?s Integrated Urban Air Toxics Strategy. This component includes development of Maximum Achievable Control Technology (MACT) standards under Section 112(d) of the Clean Air Act, Generally Available Control Technology (GACT) standards under Section 112(k), residual risk standards under Section 112(f), New Source Performance Standards (NSPS) rule development under Section 111(c), and other standards t o regulate emissions of air toxics from specific sources. The successful offeror will provide support for studies, standards development, and/or guidance preparation focused primarily on the chemicals, coatings, and commerce sector. This is a follow-on effort to expiring contracts EP-D-07-061 and EP-D-07-064. The EPA intends to solicit one cost-plus-fixed-fee work assignment contract to fulfill the entire requirement of the current statement of work. The Government reserves the right to make multiple awards if, after considering the additional administrative costs, it is in the Government?s best interest to do so. The procurement will be solicited through full and open competition in accordance with FAR Part 15. The contract will have a one-year base period and four (4) one-year option periods, for a maximum performance potential of five years. The North American Industry Classification System (NAICS) code for this procurement is 541620, Environmental Consulting Services, with a size standard of $7.0 Million. The anticipated award date for this requirement is on or about November 18, 2011. Award will be made using a best value approach, with technical capability being of greater importance than cost or price.This is not a request for submission of proposals.
