Base Clearance Form HSCEDM-11-R-00003 PAGES 183-214 HSCEDM-11-R-00003 PAGES 145-182 HSCEDM-11-R-00003 PAGES 101-144 HSCEDM-11-R-00003 PAGES 74-100 HSCEDM-11-R-00003 PAGES 12-73 HSCEDM-11-R-00003 PAGES 1-11 This Request for Proposal sets forth the performance objectives for unarmed custody and security officers, who are assigned to provide unarmed guard/security services at the Migrant Operations Center (MOC) at the United States Naval Station (NAVSTA) Guantanamo Bay (GTMO), Cuba. The contractor shall provide all services for oversight, management, supervision, testing, training, random and targeted drug testing, certifications, licenses, insurance, bonds, technically trained personnel, wages and fringe benefits, reports, uniforms, vehicles, equipment, materials, and supplies (except items which are furnished by the Government) necessary to provide custody, security and facilities management services at the Migrant Operations Center (MOC) located at NAVSTA GTMO in accordance with the Statement of Objectives and requirements specified herein. There will be a mandatory site visit for this requirement as noted in Section L. The site visit will be August 24, 2011 at 9 AM EST at the MOC located in Guantanamo Bay, Cuba. Contractors are responsible for their transportation to the base as well as for their lodging on the base. The anticipated schedule to the best of our knowledge for interested contractors is an Air Sunshine flight leaving from Ft. Lauderdale, Florida on August 23, 2011 going to Guantanamo Bay, Cuba and a returning flight on August 25, 2011 to Ft. Lauderdale, Florida. Their contact information can be found at www.dodlodging.net/NS_GTMO.HTM Do to limited space, each interested vendor may only have one representative attend the site visit. Security clearances are performed by the Naval Station. ICE is not responsible for any delays, changes, etc., in the processing of security clearances or any other issues that might deny entrance to the base. All participants MUST fill out the attached Naval Station Entry Clearance Request form and return a completed copy to Paul Previch at Paul.Previch@dhs.gov by August 4, 2011 to allow for processing of information.
