- Solicitation Package This is a combined synopsis/solicitation (100% Small Business set-aside) to obtain Services to Support the Maintenance and Enhancement of the Wildlife, Fish, Rare Plants-Management System (WFRP-MS) Database Application for the USDA Forest Service. A detailed description of the required services is provided in the Performance Work Statement -attached Solicitation AG-7604-S-11-0093. The USDA FS whishes to obtain services to work within the Information Technology environment of the Forest Service, specifically to maintain, improve, and respond to user's need for the Wildlife, Fish, and Rare Plants - Management System database. This application requires updates, patches, knowledge of various software programs and operating systems used in the FS environment. The application also requires website support/knowledge and includes a photo library. The database is modified based on changing technology, security requirements, along with requirements from biologists, program mangers, botanists, and Forest Service Directors. This is an application that holds the data base of record information for several budget line items needed to support management decisions. It is also used as the database of record for several agency accomplishments related to fish, wildlife, botany, Endangered Species Act, and outreach to adults and children for outdoor activities. The scope includes some level of monthly effort with full time effort at various periods within a year, including making sure database entry is workable year round and able to report final accomplishments at the end of a Federal fiscal year. Education and Experience/knowledge needed for WFRP-MS contract: Bachelors Degree and additional experience - acceptable Masters Degree or PhD and additional experience - acceptable Vendor have advanced knowledge and technical expertise with the following applications: Java/J2EE Java Script Domino (including forms, views, agents, script libraries) Lotus Script Lotus Notes formula language Lotus Notes administration HTML CSS AJAX Flash, including Action Script Database design Oracle, application server and database Oracle Spatial SQL ArcMap VBA scripting Google Maps API Advanced ability to integrate across systems using a variety of software applications and language Advanced knowledge and experience with relational database design Have experience with "natural resource" agency database(s) at the state or federal level (such as related to wildlife, water quality, minerals, fisheries, botany, conservation education), including their architecture, requirement identification, design, customer support/service, and overall project management Excellent communication skills, including ability to conduct formal presentations, ability to discuss needs with a team, document requests, and respond to their needs, excellent organization skills, and ability to produce products on a deadline Critical Dates: 08/04/2011 at 3:00 p.m. ET - Questions Due 08/11/2011 at 08:00 a.m. ET - Quotations Due Thank you for your interest in this requirement.
