- The Clement J. Zablocki VA Medical Center has a requirement to Improve Mental Health Engagement Center, Building 111. VA Project No: 695-10-131. Abbreviated Scope of Work follows: Provide labor, materials, equipment including asbestos abatement, selective demolition, general construction, alterations, electrical work, removal of existing structures, transportation, licenses, certifications, insurance, temporary protection and construction, and other items described in the drawing and specifications. Specific components of work shall include but are not limited to: Construction of the three phases of the Mental Health ward. This will require modifying the entry to Wing 3C North (3CN), modifying the visiting room and finishing each phase before commencing the next phase. The project will consist of construction of a 16 patient mental health acute care inpatient ward located on Wing 3C South (3CS), consisting of (6) semi-private patient rooms, and (4) private patient rooms. Each patient will have a private bathroom. There will be patient dayrooms, dining room, waiting/family/visitor room, nurses stations, report, utility, storage, seclusion, restraint, consult, office, and other rooms, miscellaneous support space and security devices for a 16-bed community inpatient unit. Project to be completed 420 days. The contractor will be working in the vicinity of an occupied and operating hospital. The contractor will be required to keep roads, walks and entrances to grounds, parking, and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles. Submittals regarding staging of equipment, crane placement, storage of supplies, etc. are required. END OF ABBREVIATED SCOPE OF WORK (Scope of Work subject to change - solicitation and construction documents will govern) PROSPECTIVE BIDDER NOTES: In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is restricted to Service-Disabled Veteran-Owned Small Businesses (SDVOSB) construction firms. The solicitation is planned to be issued on/about August 15, 2011 with Bids due 30 days after (dates subject to change, to be specified in the solicitation). The bidder is responsible to monitor and download any amendments from Fedbizops (www.fbo.gov) which may be issued to this solicitation. There will be one pre-construction site visit held for this project and all prospective bidders are encouraged to attend. Details of the pre-construction conference will be included in the solicitation package. No additional pre-bid meeting or site visits will be held. The project magnitude range is between $2,000,000 and $5,000,000. The North American Industry Classification Code (NAICS) for this procurement is 236220; size standard $33.5 million applies. All interested parties must be registered in the Central Contractor Registration (CCR) Database and VetBiz Vendor Information Pages at www.vip.vetbiz.gov as a Service Disabled Veteran Owned Small Business (SDVOSB) firm, and must have current record in the Online Representations and Certifications Application (ORCA) prior to bid opening. To complete Representations and Certifications with ORCA, you may go online at https://orca.bpn.gov. AWARD WILL BE CONTINGENT UPON FUNDING AVAILABILITY. In accordance with the class deviation to 804.1102, Vendor Information Pages (VIP) Database effective October 1, 2010 and with the subsequently passed Public Law 111-275, all SDVOSB and VOSB firms must be listed in VIP and verified by the Office of Small and Disadvantaged Business Utilization Center for Veterans Enterprise (CVE) prior to receiving an award under the program. If the successful offeror is listed in the VIP database but is not verified, the CO must contact the offeror and advise the offeror that it has 5 days to request that its verification be expedited. CVE will then make a verification determination within 21 days. A firm MUST be currently listed in the Vendor Information Pages (VIP) to submit an offer on this solicitation and receive this expedited verification.
