Description
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisitions on behalf of the National Institute on Aging (NIA) intends to negotiate on a sole source basis with the King's College of London, Great Britain. The purpose of the proposed procurement is to discover blood based biomarkers predictive of longitudinal changes in brain volumes and memory in non-demented elderly. The identification of such biomarkers in asymptomatic older individuals is critical for the development of disease-modifying treatments for Alzheimer's disease (AD) targeting brain atrophy and memory decline. The NIA shall provide 520 archived plasma samples (1.5 ml aliquots in EDTA) to the IoP, KCL for proteomic analyses. The IoP will provide results of targeted assays of lipoproteins, two-dimensional gel electrophoresis, GeLC-MS/MS discovery phase findings, and quantitative immunoassays. This contract will provide the Government with critical knowledge that will be used in identifying blood biomarkers predictive of rates of brain atrophy and memory decline in non-demented elderly. This information is central to studies in our Laboratory examining modifiers of age-related brain pathology and cognitive decline and will aid in the development of future observational studies and disease-modifying clinical trials. Professor Simon Lovestone and his team at the King's College have already carried out prior studies using proteomic analyses of plasma samples from the BLSA. Results and samples from these previous studies form the basis of the proposed experiments. The newly assayed samples must be assayed in the same laboratory with the same techniques to avoid problems associated with inter-laboratory variation. It is anticipated that 12 months is required. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
