Description
Construction of an Army Reserve Center (ARC) near Macon, GA. Primary facilities include the construction of an ARC training building of approximately 33,000 sq ft., an unheated Organization Storage Building of approximately 1,000 sq. ft. and organizational parking. Buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, masonry veneer walls, standing seam metal roof, Heating, Ventilation, and Air Conditioning (HVAC), plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Accessibility for people with disabilities will be provided. Physical security measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. This project will provide a 200-member training facility with administrative, educational, assembly, library, learning center, vault, weapons simulator, and physical fitness areas for a Multi-role Bridge Company. The project will also provide adequate parking space for military and privately owned vehicles. This project will include the following options: Option 1 - Portland Concrete Cement Pavement for MEP in lieu of asphalt, Option 2 - 50 KW of Solar Power, Option 3 - An Organizational Maintenance Shop (OMS) of approximately 7,500 sq ft. The maintenance shop will provide work bays and maintenance administrative support., Option 4 - Solar Powered Hot Water Heating for Training Building, Option 5 - CFCI OMAR Funded Equipment, and Option 6 - CFCI Bona Fide Need OMAR funded equipment. The estimated cost range for the project is $10-25 M. The Construction Cost Limitation (CCL) for award of this project is approximately $10.375M.Offerors are under no obligation to approach this ceiling. NAICS code is 236220. This will be a Best Value (8(a) competitive procurement, restricted to 8(a) contractors in SBA's Regions II, III and IV and other construction firms with a bona fide office located within the competitive area. Size Limitation is $33.5 M. The construction contract duration is 490 calendar days. The CCL for project award is $10.375M, excluding OMAR funded line items. This process requires potential offerors to submit their performance and capability information for review and consideration by the Government. Evaluation criteria include: Prime Contractor Experience, Confidence in Performance of Prime Contractor, Safety and Management Plan. The approximate issue date is 10 August 2011 and approximate closing date is 9 September 2011 at 2:00 pm Eastern Time. Project documents will be issued via the web only. Downloads are available via the Federal Business Opportunities (FedBizOpps) website http://www.fbo.gov. Amendments will be available only through the FedBizOpps website. There will be a site visit on 11 August at 10:00 am Eastern at the project location. Further details will be issued with the solicitation. This announcement serves as the advance notice for this project. The project will be awarded subject to availability of funds. Bid Bonds will be required.
