Description
U.S. Army, Mission and Installation Contracting Command (MICC) intends to award an Endangered Species Survey service contract to the Virginia Department of Recreation and Conservation, Natural Heritage Division, 203 N. Governors St, Ste 415, Richmond, VA 23219. This work is to perform site investigations, prepare reports, maps, prepare assessment of endangered and threatened species, and Species at Risk, on Main Post, Fort Belvoir, VA. Also to specifically continue the investigate of the Stygobromus phreaticus which is the only living population in the world and is located at this installation. This sole source award is based under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement. The NAICS code is 924120. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding to this requirement, no later than 10:00 am EST, 10 August 2011. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB. Otherwise, responses must be submitted via hard copy to: US Army MICC, Thelma Puckett 703-806-4412, 9410 Jackson Loop Suite 101, Fort Belvoir, VA 22060.
