- This is a Combined Synopsis/Solicitation (CSS) for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53, Effective 05 July 2011and Defense Federal Regulation Supplement (DFARs), current to AC 11-08 (Effective 27 June 2011) Edition. It is the responsibility of the contractor to be familiar with the applicable provisions and clauses which can be accessed in full text at www.farsite.hill.af.mil. This solicitation is issued as a Request for Quotations (RFQ) under Solicitation Number W9124R-11-T-1034. Quotes are being solicited on a Lowest Price Technically Acceptable (LPTA). All quotes shall include transportation costs to USAYPG Yuma, Arizona 85365-9498. Arizona vendors are to include Arizona Privilege Tax. This action is solicited as a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 334220 with a size standard of 750 employees. The United States Army Yuma Proving Ground (USAYPG), Yuma, Arizona is requesting quotes for Video Time Inserter (VTI) Model 6980G-HD and Video Time Inserter (VTI) Model 6625GC Brand Name or Equal pursuant to FAR 52.211-6. See Attachments for CLIN Structure and detailed salient characteristics. The manufacturer of the Brand Name item being solicited is Instrumentation Technology Systems 19360 Business Center Drive, Northridge CA 91324. Offerors proposing to furnish other than brand name item being solicited shall provide sufficient technical literature to enable the Government to determine that the proposed items meet or exceed all the minimum salient characteristics of the brand name being solicited (Ref FAR Provision 52.211-6). The period of performance for this acquisition shall be a one-year base period with four one-year option periods. The government anticipates this will be a Firm-Fixed, Indefinite Delivery - Indefinite Quantity (IDIQ) contract. The government's obligation to purchase is limited to the minimum guarantee of one (1) Video Time Inserter (VTI) High Definition with a maximum of twenty five (25) and two (2) Video Time Inserter (VTI) with a maximum of twenty five (25). There is no minimum guarantee for the option periods. Offerors must provide the Unit Price, Total Price, and Total Extended Price for all Contract Line Item Numbers (CLINs). Quotes shall conform to the CLIN structure indentified in Attachment 1. It is anticipated that payment will be made by Government VISA Payment Card. Offerors shall account for any costs associated with accepting credit card payment. This RFQ closes on Monday, 15 August 2011 at 12:00 Noon Mountain Standard Time (MST). Responses to the RFQ shall be submitted by the closing date indicated in the CSS. There will be only one question period. Questions must be submitted in writing. All questions concerning this requirement must be emailed to the POC listed below no later than Monday, 4 August 2011 at 11:00 a.m. MST reference RFQ W9124R-11-T-1034 on all inquiries. All responding vendors must be actively registered with the Central Contractor Registration (CCR) prior to award of contract.
