- Revised Synopsis: This acquisition is being conducted under FAR 6.303-1, Justification for Other Than Full and Open Competition, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. A sole source contract to L-3 Communications-East (L-3) is being contemplated because significant portions of Deepwater Command, Control, Communication, Computer, Intelligence, Surveillance, and Reconnaissance Sustainment Support Services (C4ISR) for Deepwater Radio Frequency Communication Systems and subsystems are based on proprietary software and technology. The U.S. Coast Guard Telecommunication and Systems Command (TISCOM) does not have access to the technical packages and source code. L-3's Deepwater Radio Frequency Communication Systems have been deployed on the Coast Guard's National Security Cutters I, II and III and to future NSC's; to Coast Guard's Petaluma Training Center; Coast Guard District 7 and is also being deployed on Coast Guard's Fast Response Cutter (FSC). The Deepwater Radio Frequency Communication Systems is comprised of Red & Black Base Band Switches, the Key Switch Integrated Terminal Equipment (KITE Phone), Radio Frequency Distribution System (RFDS); Automated Communication Resource Manager/Symphony (ACRM/Symphony); and the Integrated Voice Communication System (IVCS). In order to sustain these Deepwater communication systems, the contractor will be responsible for maintaining and sustaining the communication software baselines; maintaining and sustaining the Deepwater Radio Frequency Communication Systems deployed on the referenced Deepwater assets; providing Deepwater Radio Frequency Communication hardware support to include Diminishing Manufacturing sources and Material shortages (DMSMS) - monitoring and implementing corrective measures; providing Depot Level Maintenance Support and assist in responding to Casualty Report (CASREP) support; providing user and maintenance training; maintaining and updating user and maintenance training documentation and updating and providing logistical documentation. At this time, there are no other sources that can fully provide the required support necessary to keep these complex systems operational. It is anticipated that some aspects of the Deepwater Radio Frequency Communication Systems sustainment support will transition from L-3 Communications-East to various USCG's Command, Control, Communications, Computer and Information Technology Service Center's (C4IT's) Centers of Excellence (i.e., C3CEN and TISCOM) over the next three years, thus allowing for increased competition.
