- Synopsis of General Construction Requirement SYNOPSIS SIMPLIFIED ACQUISITION OF BASE ENGINEER REQUIREMENTS (SABER) ANDERSEN AFB, GUAM The 36th Contracting Squadron, Andersen AFB, Guam announces the solicitation of the Simplified Acquisition of Base Engineering Requirements (SABER) project. Proposals are solicited for performance of a broad range of maintenance, repairs and minor construction work on real property at Andersen AFB, Guam, Naval Facilities Marianas (NAVFACMAR), Department of Defense Education Agency (DODEA), all other military/federal installations on Guam, and Common Wealth of Northern Mariana Islands (CMNI). The work is required in support of the 36 Mission Support Group, Base Civil Engineering (BCE) activities. This solicitation is set aside for competitive HUBZone entities. The project, when awarded, will be an Indefinite Delivery/Indefinite Quantity type contract and will include a wide range of individual construction tasks as listed in the R.S. MEANS Cost Estimating System. Individual task orders will be issued to the contractor. The contractor is required to furnish all materials, equipment, labor, supervision and other incidentals required to complete the project. The contractor is required to provide and maintain a management office at Andersen AFB, Guam. If available, the government will provide space on Andersen AFB, Guam for this office. Individual projects would vary in size and complexity to include a variety of tasks such as carpentry, masonry, plumbing, welding, electrical, etc. The NAICS for this acquisition is 236220 with a size standard of $31 million. The minimum guarantee is $10,000.00 for the life of the contract with an unguaranteed maximum of $30,000,000.00. The contract will have a base period and two option periods consisting of twelve months each. Solicitation issuance is tentatively scheduled for 20 July 2011. Contract award would be based on best value using Performance Price Trade-off (PPT) with technical procedures. All interested parties may view and download the solicitation on this website. It is the contractor's responsibility to visit the site periodically for any changes or updates to the solicitation, as no paper copies will be issued.
