- The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Occupational and Environmental Epidemiology Branch (OEEB), plans to procure on a sole source basis services from the Vanderbilt University Medical Center, B-2104, 1161 21st Avenue South, Nashville, TN 37232 for subject selection and biospecimen access for nested case-control studies. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 541990 the business size standard is $7.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award. The Division of Cancer Epidemiology and Genetics (DCEG) is an intramural research program of the National Cancer Institute (NCI), National Institutes of Health (NIH) that conducts population and multidisciplinary research to discover the genetic and environmental determinants of cancer and new approaches to cancer prevention. The purpose of this requirement is to identify incident cases and controls, implement quality control procedures, prepare biological samples including urine, plasma, and buffy coat including DNA extraction provide exposure data related to biological sample collection for the biomarker nested case-control studies in SWHS. The NCI collaborated with Vanderbilt University and the Shanghai Cancer Institute to collect blood and urine samples from over 60,000 women in the Shanghai Women's Health Study. All three collaborative centers own the biological samples and have stored around one-third of samples in each of the three locations. The SWHS study team at Vanderbilt University has shown its capability in biological sample access in past collaborations. It has been providing quality and on-time services in aliquotting vials and DNA extractions from the SWHS subjects. Because Vanderbilt University and its subcontractor, the Shanghai Cancer Institute, have sole access to the Shanghai cohort population and the quality control samples, it is the only source that can perform this work. In addition, Vanderbilt University has the facilities, computational support, the ability to instantly update incident cases, well-established procedures for case and control selection, and quality control procedures to maintain the cohort. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on August 16, 2011 11:00 a.m. EST. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
