- AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued.The solicitation number is FDA-RFQ-1089029 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-52. The associated North American Industrial Classification System (NAICS) code for this procurement is 332710 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2011-08-03 13:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Winchester, MA 01890 The DHHS FDA Office of Acquisitions and Grants Services requires the following items, Meet or Exceed, to the following: LI 001, WEAC-MIT designed multi mode stent fatigue testing apparatus per WEAC?MIT Assembly, drawing and verbal instructions Labor and materials to make all machine parts required to build Part # GJD 052111-A001 Instructions: ?Two Delrin Insertion beams ?Three S.S./Delrin torsion rod sub-assembly pairs for different size stent holders, ?Five worm gear and guide roller sub assembly pairs for different angles of torsional rotation ?Twenty-four brass stent holder pairs for six different diameter stents, ?Two Delrin inner pivot supports with S.S. ball bearings, S.S. shafts, and Teflon wear pads, ?Two Delrin outer pivot supports with S.S. ball bearings, S.S. shafts, and Teflon wear pads, ?Twelve pairs of Delrin guide-slot plates for different stent guide path geometries, ?One hard coat aluminum motion plate to be secured on four vertical THK slides and to which is mounted the outer pivot supports and the guide slot plates, ?One hard coat aluminum fixed mounting plate and support structure for the THK rails ?One hard coat aluminum precision base plate with machined tracks and slots for mounting the inner pivot supports and THK rail support., 2, EA; LI 002, Commercial Parts: ?2 THK slides and rails?worms and worm gears?pivot bearings?guide rollers?spur gears?gear racks?bearing and gear shafts, 2, EA; LI 003, Assembly & debugging completed testing apparatus, 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DHHS FDA Office of Acquisitions and Grants Services intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. They shall not communicate to any person any information known to them by reason of their performance of services under this contract which has not been made public, except in the course of their duties or by written authorization of the Contracting Officer. Further, no article, book, pamphlet, recording, broadcast, speech, television appearance, film, or photographs concerning any aspect of the contract shall be published or disseminated through any media without the prior written authorization of the Contracting Officer. These obligations do not cease upon termination of this contract. The Contractor shall include the substance of this provision in all contracts for employment and in all subcontracts hereunder.
