- The Department of the Navy, Space and Naval Warfare Systems Center, Pacificintends a sole source, Cost Plus Fixed Fee, Indefinite-Delivery Indefinite-Quantity contract, to Intelesis Technologies Corporation. (Intelesis), 9666Business Park Ave, Suite 110, San Diego, CA 92131. The contract is a follow-on to N66001-06-D-0074 task orders 0014 and 0033, which were the result ofcompetitive proposals submitted, for National Distress & Response System(NDRS) Engineering and Technical Support. N66001-06-D-0074 task orders0014 and 0033 were awarded to J5 Systems, of which Intelesis was asubcontractor. This requirement is for the upgrade of the NDRS, currentlyrenamed to Rescure-21. The purpose of the Rescue-21 effort is provide engineering and technicalsupport services to develop and/or execute program management plans; testplans and procedures; web portals, and web enablement of applications anddatabases; network interfaces; software applications and utilities; technicaldemonstrations; and technical analyses and studies. This includes systemsengineering support for system components and web services being integratedinto the Navy and Marine Corps Enterprise Services framework. The Rescue-21effort supports the Navy Enterprise Portal (NEP)/Navy Marine Corps Portal(NMCP) infrastructure, providing automated full-spectrum support tools in theform of web services, to USCG Commanders and staffs. The contract willprovide technical and programmatic support to assist in the development of theTime Information Management Environment (TIME) and Test-ManagementInformation and Reporting (T-MIR) Final Version Requirements. This alsoincludes review and approval by the Technical Design Agent (TDA). Additionalrequirements include engineering and technical support for the installation,activation, test and evaluation, performance characterization, and acceptanceof Rescue-21 systems and sites in designated sectors. Data collection systemdevelopment support as well as operator training is envisioned. The ultimategoal of this action is to transition of the Rescue-21 program from theproduction and deployment phase to the an operations and support phase. This notice of intent is not a request for competitive proposals or quotes. Adetermination by the Government not to compete based upon responses tothis notice is solely within the discretion of the Government. Authority Forotherthan full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, onlyone responsible source and no other supplies or services will satisfy agencyrequirements. Intelesis' technology makes it the only source that would notresult in the duplication of cost. Because of the short-term need for theIntelesis procurement, the added cost would not be recovered throughcompetition.
